Job summary

Commonwealth of Massachusetts seeks an experienced Assistant Secretary for Data Strategy and Analytics to lead cross-agency data sharing and analytics across the Education Secretariat and partner agencies. Reporting to the Undersecretary, this role will shape governance, performance measurement, and data-informed policy development to drive outcomes for learners from birth through career.

Qualifications

At least 10 years in data strategy, analytics, or cross-agency initiatives.
Experience leading data governance, data sharing, and policy development.
Strong collaboration with education and workforce stakeholders.
Ability to translate data into actionable executive insights.
Familiarity with FERPA and data privacy requirements is a plus.

Responsibilities

Establish a secretariat-wide data strategy and governance framework.
Lead cross-agency analytics and report on key measures for outcomes.
Manage a high-performing team including a Director and E2C Data Hub staff.
Coordinate data sharing across agencies while ensuring compliance.
Advance the E2C Data Hub strategy and data-access priorities.
Represent the office in statewide analytics initiatives and external coalitions.
