Job description

Job Summary

The Estimator is responsible for detailed estimates for the project based on the construction drawings and specifications. Assists with communicating bids and scopes of work. This position also assists the Lead Estimator in establishing costs for materials, equipment, subcontracted work, production activities, requirements, and labor.

Essential Duties & Responsibilities
  • Support all aspects of subcontractor and supplier estimating and bidding processes.
  • Process RFP, RFQ, and internal pricing requests and facilitate broadcast announcement of bidding opportunity.
  • Competently draft, proof, review, and deliver both private and public proposals.
  • Work with Project Managers, Marketing, and Administrative staff, coordinating contributions from all into proposals.
  • Ensure company compliance with bidding regulations and goals of each project.
  • Develop, prepare, coordinate, and execute presentations and proposals to existing or new clients.
  • Work on multiple company bids simultaneously and deliver in accordance with the deadline objectives.
  • Operate and maintain proficiency in all internal/external estimating systems, technologies, and software.
  • Minimize exposure and risk by implementing quality assurance controls in estimating. Promptly report changes and issues in scope and revenue to Senior Estimator and Senior Management.
  • Identify and execute strategic opportunities within the proposal to optimize Jordan Foster Construction’s position in securing the work.
  • Regular attendance is required according to company policy to ensure the crew can operate at the normal efficiency level.
  • Perform other duties of a similar or related nature as assigned.
Proposal Responsibilities
  • Promote Jordan Foster Construction to owners, developers, planners, architects, engineers, subcontractors, and any appropriate sales leads by increasing brand awareness, engaging new clients, coordinating public relations efforts, and participating in professional and/or industry organizations.
  • Identify, retrieve, comprehend, and administer RFQ and RFP solicitations and site visits.
  • Work with other key personnel on business development leads and strategies.
  • Build and manage long‑term relationships and partnerships with clients, architectural, and engineering principals; build and manage relations with trade partners and vendors.
  • Assist in qualifying project leads from multiple sources, including web‑based postings, public agency opportunities, printed publications, contacts, etc., and route projects of opportunity to project executive staff.
  • Work with the operations team throughout the preconstruction process in reviewing plans and specifications for constructability issues and determining general requirements on the project.
  • Ability to manage and track multiple projects at once.
  • Ensure estimates comply with the requirements of the overall construction contract with the Owner.
  • Relate and transfer all relevant project information to the Project team.
  • Review subcontractor and supplier bids for conformity to contract requirements and determine acceptable bids.
  • Coordinate opportunity management system with Senior Estimator and Operations Manager.
  • Regular attendance is required according to company policy to ensure the crew can operate at the normal efficiency level.

Qualifications
  • Experience in estimating commercial construction projects.
  • Ability to read, understand, and follow required construction documents.
  • Proficient in construction estimating software (BlueBeam, Primavera Scheduling, MS Excel, MS Word, MS Project).
  • Excellent written and verbal skills and strong numerical and analytical skills.
  • Ability to work with external clients using strong commercial awareness.
  • Attention to detail and high level of accuracy.
  • Strong leadership attributes.
  • Ability to establish and maintain effective working relationships with clients, coworkers, and vendors.
  • Familiarity with cost control methods and financial and project management principles.
  • In‑depth knowledge of research and data analysis methods and estimation metrics.

  • Excellent organizational skills.
  • Civil or TxDOT experience preferred.
Education and Experience
  • B.S. degree in Civil, Architectural Engineering, or Construction Management, or equivalent field experience.
  • Minimum of four (4) years of infrastructure construction estimating experience.
  • Experience with mass excavation, underground utilities, paving, and site concrete projects.
  • Experience with estimating software such as HCSS Heavy Bid, Bid2Win, Hard Dollar, AutoCAD, Agtek, and/or Bluebeam.
  • Negotiated project experience preferred, including technical writing skills.
  • Valid driver’s license with a clear MVR may be required.
Physical Requirements
  • The ability to see, read, and understand written communications, including directions, instructions, and warning signs; to see and distinguish colors, to visually distinguish shapes and patterns, to sense distances (depth perception) accurately, and to accurately see objects and detect motion at wide angles (peripheral vision).
  • Climb permanent and temporary stairs, ladders, negotiate work areas under construction, balance, stoop, kneel, crouch, and crawl on an occasional basis.
  • Move objects backward, forward, in, or out in a horizontal direction, particularly heavy or bulky objects.
  • Reach, extend the hand(s) and/or arm(s) in any direction.
  • While performing the duties of this job, the employee may work in an office or on‑site at the construction work site. In the on‑site setting, employees are regularly exposed to moving mechanical parts, high and precarious places, fumes or airborne particles, outside weather conditions, and the risk of electrical shock. The noise in this work environment is usually moderate to very loud.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Use personal protective equipment, including but not limited to steel‑toe shoes, gloves, safety glasses, hearing protection, hard hat, vest, etc.
  • Push/pull 20+ lbs. and lift/carry 20+ lbs.
  • Safely operate a personal and/or company motor vehicle. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
  • This position may require the use of personal and/or company vehicles on company business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license, and maintain an acceptable driving record.
