Job summary

Rockdale County is seeking an Erosion and Sedimentation Control Inspector to conduct field inspections, enforce county E&S ordinances, and assist with NPDES General Permits administration. You will issue notices of violation, prepare detailed inspection reports, and testify at hearings when required.

The role requires coordinating with developers, engineers and contractors, maintaining records, training new staff, and supporting public education efforts on BMPs and erosion control best practices.

Qualifications

  • Associate's degree in Natural Resources, Environmental Science, Civil Engineering Technology or related field.
  • 5 years in engineering/construction for development; at least 2 years field experience.
  • Equivalent combination of education, training and work experience.
  • Valid State of Georgia driver's license.
  • Certification as a Qualified Inspector of Erosion and Sedimentation Control within 12 months.
  • CPESC license within 2 years of employment.
  • Georgia Soil & Water 18 Certified Inspector and Level II within 6 months.

Salary Range: $45,094.40 To $58,622.72 Annually

Job Summary

This position reviews erosion and sedimentation control (E and SC) plans, inspects erosion and sedimentation control facilities for compliance with county erosion and sedimentation control ordinances, enforces county codes as applied to erosion and sedimentation control and assists with the administration of the Georgia National Pollutant Discharge and Elimination System (NPDES) General Permits. Work includes conducting field inspections and issuing citations as needed. Work is spot checked and reviewed for accuracy and the nature and propriety of final results.

Performs inspections of construction sites, monitors progress of construction projects and evaluates performance of erosion and sedimentation control (E and SC) Best Management Practices (BMPs); and issues notices of violation or citations for non-compliance.

Coordinates with building and development inspection staff to ensure projects conform to county and state E and SC ordinances and approved construction plans.

Provides data to the Director for maintaining certification criteria a Local Issuing Authority (LIA) for the NPDES General Permits; conducts E and SC inspections to satisfy the LIA responsibilities.

Assists in maintaining computer database of all active Land Disturbing Activity (LOA) permits, inspections, project activities and enforcement actions.

Ensures that the complaint investigation process complies with the requirements of the NPDES permit. Inform permittees of deficiencies or deviations from approved plans and specifications; issues Notices of Violation (NOV) specifying corrective actions required and issues court citations when violations are not corrected as required.

Testifies at hearings, regarding notices of violations or citations.

Prepare inspection reports documenting violations, required corrective actions and resolutions to enforcement actions.

Conducts field conferences and inspections with developers, engineers, contractors, homeowner groups and citizens and provides technical assistance concerning the selection and installation of E and SC Best Management Practices (BMPs).

Assists in the development of materials for public education and assists in conducting public education programs related to E and SC and N PDES.

Assists with training new employees as needed.

Additional Duties: Employees in this classification may be expected to perform any related duties as required by proper authority.

Knowledge, Skills, and Abilities

Knowledge of County codes and department policies and procedures.

Knowledge of State and Federal regulations related to E and SC.

Knowledge of principles, techniques, equipment, appropriate design, installation and maintenance of E and SC measures at construction sites.

Knowledge of the National Pollutant Discharge Elimination System (NPDES) permits for Georgia.

Basic knowledge of wetlands regulations and requirements of USACE Nationwide permits.

Basic knowledge of hydrology, hydraulics and soil mechanics.

Skill in computer applications for word processing, spreadsheets and presentations.

Skill in using independent judgment and discretion.

Skill in prioritizing and scheduling assignments.

Skill in making accurate mathematical calculations.

Ability to recognize deviations or non-compliance to applicable codes, ordinances and regulations related to E and SC and NPDES programs.

Ability to keep records and prepare reports of enforcement activities for E and SC, GSWCC and NP DES Phase II programs.

Ability to maintain cooperative and effective working relationships with co-workers, builders, developers, contractors, the general public, other local governments and state and federal government agencies.

Ability to maintain composure in a variety of stressful, even hostile situations.

Ability to read, understand and interpret construction plans, specifications and maps.

Ability to communicate effectively orally and in writing with members of diverse cultural and linguistic backgrounds.

Ability to sit, stand, walk, carry, climb, crawl, bend, stoop, and kneel. Ability to lift light to moderately heavy objects weighing more than 60 pounds.

Ability to use tools requiring a high degree of dexterity.

Ability to see, perceive color, depth, and texture.

Ability to taste, hear, and speak.

Working Conditions

Typically performed in an office environment and outdoors. The employee may be exposed to dirt, dust, noise, machinery with moving parts, rough terrain and occasional sustained exposure to hot, cold or inclement weather. The employee may be required to wear protective and safety equipment as needed.

Minimum Qualifications

1)Associate's degree in Natural Resources, Environmental Science, Civil Engineering Technology or a related field.

2)Five (5) years of experience in the public or private sector in the areas of engineering or construction related to commercial or residential development projects, including at least two (2)years of field experience.

3) OR have a combination of education, training and work experience that is equivalent to#1 and #2 above that provides the requisite knowledge, skills and abilities for this job.

4)Valid State of Georgia driver's license.

5)Certification as a Qualified Inspector of Erosion and Sedimentation Control within twelve (12) months of the State of Georgia offering the program.

6)License as "Certified Professional in Erosion and Sedimentation Control" (CPESC) within two (2) years of employment date.

7)Georgia Soil & Water 18 Certified Inspector and Level II required within six (6) months of employment.
