Job summary

DCCM is seeking an Environmental Specialist to join our environmental team in Houston, TX, contributing to Texas and other state initiatives. You will lead regulatory efforts, perform field investigations, and develop NEPA documents under the guidance of the Texas Environmental Office Leader.

The role requires 5+ years of experience in wetlands and NEPA, strong communication, and proficiency with ArcPro GIS. This full-time position offers growth within a collaborative, client-focused firm.

Qualifications

  • MS or BS degree in Environmental Science, Natural Resources, or a related field.
  • Minimum of 5 years of experience with Wetland Delineations and NEPA compliance, specifically with transportation projects.
  • Excellent written and verbal communication skills, ensuring efficient report preparation and effective collaboration among team members.
  • Extensive hands-on environmental field experience, specializing in wetlands, ecology, wildlife biology, or similar interests.
  • Current TxDOT environmental pre-certifications and familiarity with TxDOT Environmental Compliance Toolkits.
  • Experience with ArcPro GIS software for environmental mapping and analysis.

  • Leads staff with various state, federal, and local regulatory processes, such as Waters of the U.S. reports, wetland delineation, mitigation design and monitoring.
  • Document and summarize results of field investigations and analyses.
  • Provide client and regulatory agency coordination.
  • Perform technical work and develop project execution strategies.
  • Oversees/assists Environmental Scientists’ work in field investigations and reports.
  • Conduct NEPA-related analyses and prepare NEPA documents (EISs, EAs, CEs).
  • Ensure quality assurance and quality control for final products.

Job Description

DCCM is experiencing remarkable growth, and we are seeking a skilled Environmental Specialist to join our environmental team in Houston, TX. This role offers an exciting opportunity to contribute to our expanding environmental initiatives in Texas and other states and will report directly to the Texas Environmental Office Leader. The individual will complete/manage work associated with Texas Department of Transportation (TxDOT) federal 404 permitting (which includes all aspects of delineation, mitigation and monitoring), assist others with development of NEPA documents, public involvement, and other aspects of NEPA regulations. This role offers an exciting opportunity to contribute to our expanding environmental initiatives in Texas and other states and will report directly to the Texas Environmental Office Leader.

Responsibilities
  • Leads staff with various state, federal, and local regulatory processes, such as Waters of the U.S. reports, wetland delineation, mitigation design and monitoring.
  • Document and summarize results of field investigations and analyses.
  • Provide client and regulatory agency coordination.
  • Perform technical work and develop project execution strategies.
  • Oversees/assists Environmental Scientists’ work in field investigations and reports.
  • Conduct various environmental analyses (field and desktop), develop recommendations, and prepare technical reports under NEPA and applicable state regulations and programs.
  • Prepare NEPA documentation, including Environmental Impact Statements (EISs), Environmental Assessments (EAs), and Categorical Exclusions (CEs).
  • Conduct Section 4(f) and Section 6(f) coordination and documentation.
  • Provide quality assurance and quality control for all final products to ensure technical accuracy and regulatory compliance.
  • Assist in the preparation of proposals and other marketing endeavors.
  • Conduct desktop studies using ArcPro GIS software.
  • Review and interpret planning studies and/or preliminary design plan sets or concepts.
  • Interact with engineering and environmental coworkers, designers, clients, regulatory agencies, and sub-consultants to achieve project objectives.
  • Assist other team members with various NEPA studies in additional states.
  • Work with the Director of Environmental Services and other Environmental Leadership to grow and expand our services.
Requirements
