Designated Areas: Barbour, Brooke, Gilmer, Grant, Harrison, Lewis, Marion, Mineral, Monongalia, Ohio, Preston, Randolph, Ritchie, Taylor, Tucker and Upshur Counties

Under limited supervision of the Technical Analyst Senior, employee will perform technical work and provide expert level technical input to the Engineering staff and other staff in a collaborative team environment. This position shall research technical issues related to the restoration of past mining activities and associated impacted water quality. Shall work with engineering and other staff to develop appropriate restoration strategies for both land and water impacts, accounting for site specific physical, geologic, chemical, and biologic requirements. Consult on the implementation of necessary revisions to existing permitted plans for land and water restoration and other high priority projects required by the program.

Duties include:
  • Research site land and water restoration plans contained in the previously issued mining permit, analyze ground data in relation to the established plan to formulate alterations, and provide specific recommendations to Engineering or other staff for implementation in written reports, verbal consultations, or multimedia presentations.
  • Prepare technical documents to provide to Engineering staff for the purpose of preparing bids for land and water restoration projects on sites impacted by previous mining activity. This may include assisting with, providing input to, or providing draft technical specifications, bid documents, plans, and cost estimates.
  • Utilization of computer programs for modeling, drafting, or analysis (such as AMDTreat, AutoCAD, Global Mapper, etc.), will be necessary to be efficient in the position.
  • Coordinate on ground with impacted or involved parties on individual land and water restoration projects on previously mined lands. This shall include local, state, or federal agencies, consultants, contractors, property owners, or the general public.
  • Advise program management on program or operational issues related to specific restoration projects.
  • Provide technical assistance during planning, implementation of new projects, or review of completed projects.
  • Provide training to on ground staff related to analysis and findings for these projects.
  • Assist Engineering and other staff with review or compilation of technical documents, submittals, invoices, inspection reports, change orders, etc.
  • Assist Engineering and other staff with Pre-bid and Pre-Construction conferences as requested.

  • Regular attendance is an essential part of this position.

  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter.
  • All new employees that are involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).

Minimum Qualifications

Training: Master’s degree from an accredited college or university.

OR

Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every fifteen (15) semester hours of graduate training and/or every thirty (30) semester hours of undergraduate training.

AND

Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the specialty area.

Other Information

Preference given for AutoCAD experience, AMD water treatment and land reclamation experience.

Additional college hours beyond a master’s degree PG: 19 $50,242 – $88,526

Market Rate: $78,617
