Job summary

City of Escondido is seeking Environmental Programs Specialist I/II in the Utilities Department/Environmental Programs Division. The role supports the storm water program and related environmental initiatives, coordinating with multiple departments and external agencies.

The position requires knowledge of NPDES regulations and experience in environmental program administration; a bachelor’s degree in a related field is required, with progression possibilities from Specialist I to II.

Qualifications

• Bachelor’s degree in environmental sciences, engineering, planning, public administration, or related field.
• NPDES permit compliance, or other environmental compliance programs is highly desirable.
• Three years (full-time equivalent) of experience for Environmental Programs Specialist II; administrative experience in storm water management is desirable.
• Possession of a valid driver’s license.

Responsibilities

• Plans, organizes and participates in the permitting, monitoring, inspection, enforcement, pollution prevention, and data management activities of the Storm Water Program and related environmental programs.
• Coordinates and participates in investigations of storm water runoff and related issues; provides information and technical assistance to departments and the public.
• Prepares notices of violation and compliance schedules; maintains records of investigations and actions.
• Coordinates and implements the City’s annual dry weather monitoring program in compliance with the NPDES permit.
• Reviews construction plans to identify storm water discharge sources and BMPs; interprets regulatory requirements.
