The Environmental Program Specialist 1 (Trainee 1/2) supports New York's wastewater operator certification program and workforce development initiatives within the Department of Environmental Conservation's Division of Water. The role coordinates efforts across state agencies, municipalities, and industry partners to promote wastewater careers, maintains certification program information and training resources, and assists with related projects in the Bureau of Water Permits. This is a full-time position in Albany with telecommuting available up to 50%.

Key qualifications

• Four to six years of experience (depending on level) in program policy development, rules interpretation, procurement, technical analysis, and report writing
• Bachelor's degree (can substitute for four years of experience) or associate degree
• Strong organizational skills, attention to detail, and ability to manage multiple projects simultaneously
• Excellent written, oral, and interpersonal communication skills with ability to translate complex technical material
