Job summary

Tetra Tech seeks an Environmental Program Lead in California to drive strategy development, capture, and execution of environmental projects across commercial, government, and private clients. The role requires extensive experience in due diligence, site investigations, remediation, and regulatory compliance.

You will lead client development, proposals, and project delivery, mentor staff, and work with regulators to ensure permit compliance and successful outcomes.

Qualifications

• 15+ years in environmental consulting with at least 5 years in program management, business development, and strategic planning in commercial/private markets.
• Experience in due diligence, site investigations, and remediation.
• Strong understanding of regulatory frameworks and client capture strategies.
• Proven ability to win work and manage multi-disciplinary projects.

We have an immediate opportunity for an Environmental Program Lead to support our growing government and private-sector environmental consulting business in California. This seller-doer role will lead strategy development, capture, and execution of environmental projects focusing on the Golden State. The ideal candidate will have extensive experience in environmental services, such as due diligence and property transaction advisory services; site investigation, risk assessment, and remediation; environmental compliance (permitting, reporting, and auditing); and communication and negotiation with federal, state, and local regulatory agencies. The candidate will have a proven business development track record, including developing and winning new projects and clients.

Essential Job Functions:

• Establish and develop new commercial/industrial/government client accounts and bid opportunities.
• Lead the development and delivery of technical consulting presentations to prospective clients.
• Prepare proposals, manage projects, and perform technical work as necessary, balancing sales and billable work.
• Partner with regional leaders and subject matter experts to pursue and win work.
• Complete projects on time and within budget under client expectations and regulatory guidelines effectively and efficiently.
• Collaborate to support team building, mentoring, and skill development of emerging staff talent.
• Develop and implement growth strategies to increase client base for a broad range of integrated consulting services. Identify and nurture strategic partnerships for major commercial projects and government clients.

Required Qualifications:

• BS degree in engineering, geology, hydrology, or a related technical field is required.
• 15+ years’ experience in environmental consulting services with at least five years of experience in program management, business development, and strategic planning focused on the commercial and private market sector.
• Proven expertise and a successful track record in the commercial and private market industry with the ability to identify new opportunities, develop strategies to win targeted pursuits, and penetrate key clients.
• Knowledge of environmental due diligence, site investigation, and remediation is required.
• Must have a solid understanding of the commercial and private sector, including market potential, competition, clients, forecasting, and capture strategy.
• Strong network of clients and long-standing established relationships within the commercial and private market sectors.
• Experience working closely with senior management and operations to develop pursuit strategies for prospective projects.
• Skilled in oral and written communication and demonstrated ability to develop and deliver effective presentations to customers and management.
• Excellent leadership, interpersonal, and communication skills.
• A pre-employment drug screening in compliance with state regulations is required.
• Must possess a valid driver's license with a clean driving record without restrictions.

Preferred Qualifications:

• Possess a working understanding of RCRA, CERCLA, CWA, OSHA, and other applicable state and federal regulations.
• Professional registration i.e. Professional Engineer (PE) or Professional Geologist (PG).
• PMP certification.

Physical Requirements:

• Ability to lift, carry, push, and pull up to 10 lbs occasionally. Infrequent lifting of up to 25 lbs.
• Requires use of hands for typing, handling materials, and operating office equipment.
• Vision abilities include close vision, depth perception, and the ability to adjust focus.
• Occasional field oversight may be needed which entails the ability to walk across uneven terrain in variable weather conditions and environmental factors. These tasks will require physical capability (walking, bending, reaching, etc.) including full range of motion.

Additional Information:

Full time, Monday - Friday work schedule (40 hours). Occasionally extended work hours may be required based on project and/or client needs.

Work will be performed primarily in an office setting and occasionally in a field setting.

Based out of the San Bernardino, CA office with potential of a hybrid work arrangement, but the candidate must reside within 75 miles of the local office. This arrangement is subject to review and may changes at the company's discretion.

Office work will include extended periods sitting or standing at a desk and using a computer and other office equipment.

Ability to travel in-state and out-of-state for field oversight and attending meetings (approx. 25% travel required).

Target salary range: $175,000 to $200,000. Please note that Tetra Tech considers various factors in determining pay, including but not limited to: education, relevant and demonstrated work experience in the role, skills, geographic location, qualifications, certifications, and other competencies relevant to the needs of the business.
