Job summary

Government of the Virgin Islands is seeking a professional environmental engineer to protect or improve air, land, and water resources and provide a clean and healthful environment. The role involves planning, evaluating plans, field surveys, and presenting information for legal action.

Description

This is professional engineering work to protect or improve air, land, and water resources in order to provide a clean and healthful environment.

An employee in this class works under the supervision of a higher level officer, but is expected to work with a minimum of supervision.

Duties and Responsibilities

DUTIES (NOT ALL INCLUSIVE):

• Examines and evaluates plans and specifications for environmental engineering structures, system and operations.
• Participates in or maintains indirect controls over the technical aspects of environmental engineering activities, such as air pollution, food and milk control, general environmental sanitation, housing, industrial hygiene, institutional hygiene, ionizing radiation, rural and recreational sanitation, shellfish sanitation, solid waste disposal, swimming pools and bathing beaches, vector and rodent control, wastewater collection and treatment, water resources, and water supply.
• Engages in planning and conducting detailed environmental engineering field surveys and studies involving necessary laboratory services.
• Utilizes educational methods to secure acceptance of methods or procedures for control of environmental health problems of community or industry.
• Provides technical assistance and advice to the public, public officials, industrialists, architects, and consulting engineers.
• Consults with subordinate engineers and acts as a lead worker to other professional and clerical personnel in environmental engineering activities.
• Assists in the development and presentation of information to be used as evidence in legal action.
• Develops and administers a major program in the field of environmental engineering, including the preparation of plans, budgets and reports.
• Performs other related duties as may be required.

Minimum Qualifications

A Master's Degree in the Engineering field, related to Environmental Engineering, Civil Engineering, Chemical Engineering, Mechanical Engineering or Sanitary Engineering and one (1) year work experience.

OR

A Bachelors' Degree in any of the above related fields and three (3) years related work experience.

SPECIAL NECESSARY REQUIREMENTS:

Incumbent may be required to obtain a scuba diving certificate, six (6) months after employment with agency.

PROFESSIONAL LICENSE:

Possession of an Engineer-in-Training certificate, or eligibility for the Engineer-in Training Certificate with certificate to be obtained within one (1) year after appointment.

Position Factors

FACTOR -1- KNOWLEDGE REQUIRED BY THE POSITION:

• Knowledge of environmental science and engineering concepts, principles and practices as they relate to pollution prevention, control, and environmental conservation.
• Knowledge and skill to assess the impact of the agency's activities on public safety, ecology, and environmental involving matters directly or closely related to public welfare and protection of natural resources.
• Knowledge of other related engineering and science disciplines.
• Knowledge and skill to adopt and apply engineering technologies, practices, and methods in evaluating engineering plans and drawings to solve numerous environmental problems.
• Knowledge of methods, procedures, and purposes of investigations, sampling and analysis.
• Knowledge of federal and territorial environmental laws and regulations.
• Ability to communicate orally and in writing.

FACTOR -2 - SUPERVISORY CONTROL:

Supervision is received from a higher level officer, with some guidance from managers such as Directors, and/or Assistant Directors. The incumbent is expected to plan own work, and work with minimum supervision. Work and performance are evaluated through assignment and evaluation of work products.

FACTOR -3 - GUIDELINES:

Guidelines include territorial and federal laws and regulations in addition to departmental policies, procedures, executive orders, engineering manuals, publications, construction plans, specifications and accepted professional practices. The incumbent is required to apply guidelines to new and unusual situations.

FACTOR - 4 - COMPLEXITY:

Work assignments include the full range of industries and institutions, each including complex features that vary from one facility to another. Some independent decisions are required, and standard practices are applied to individual problems and assignments prior to consulting with supervisor.

FACTOR - 5 - SCOPE AND EFFECT:

The purpose of this position is to review plans and projects of moderate scope associated with construction and design of new or renovated facilities affecting environmental quality and ensures engineering data is compiled in accordance with established laws and regulations. The incumbent will study, analyze and evaluate environmental problems and develop solutions to environmental problems.

FACTOR - 6 -PERSONAL CONTACTS:

Contacts are made with federal and local environmental officials, the general public, professionals and people from other agencies or private industries.

FACTOR -7 - PURPOSE OF CONTACTS:

Contacts are made to negotiate compliance with violators, exchange information, coordinate projects, discuss technical requirements and status, to create solutions and to explain decisions rendered.

FACTOR - 8 -PHYSICAL DEMANDS:

Work involves walking, standing, climbing, bending and stooping. Fieldwork may include physical exertion, and may include exposure to rough terrain, biting insects and adverse weather conditions. Incumbent should be able to lift and carry equipment weighing up to fifty (50) pounds. May be required to swim, skin dive or scuba dive.

FACTOR - 9 - WORK ENVIRONMENT:

Work is performed in the environment relative to the assigned duties. Work will be performed outdoors where incumbent will be exposed to heat, sun noise and other unpleasant conditions, to include hazardous chemicals and materials.
