Qualifications

• Current California QSP (Qualified SWPPP Practitioner) certification required.
• 3+ years of experience in construction storm water compliance on heavy civil/public works projects.
• Knowledge of California Construction General Permit requirements and BMP implementation.
• Experience with SMARTS reporting and storm water documentation.
• Ability to read construction plans and specifications.
• Strong communication and documentation skills.
• Valid California driver license.

Responsibilities

• Oversee SWPPP and NPDES permits ensuring water quality compliance.
• Conduct site inspections for SWPPP requirements and BMPs.
• Implement storm water measures on active projects.
• Coordinate with PMs and field operations on erosion, sediment control, and water pollution prevention.
• Prepare permit applications, reports, action plans, and logs.
• Upload and report in the California SMARTS system.
• Coordinate with subcontractors to correct non-compliant conditions.
• Assist with Water Pollution Control Plans and SWPPPs.
• Support regulatory inspections and corrective actions.
• Monitor dewatering, washout, storage for permit compliance.
• Sampling and analysis as needed.
• Work independently and collaboratively in a fast-paced environment.
• Navigate complex permitting with multiple stakeholders.

This role supports project execution by coordinating engineering activities, ensuring environmental compliance, and working closely with project managers, field teams, and clients to deliver high-quality projects safely, on time, and within budget. Responsibilities

• Oversee Stormwater Pollution Prevention Plans (SWPPP) and National Pollutant Prevention Discharge Elimination System (NPDES) permits, ensuring compliance with water quality regulations.
• Conduct site inspections to ensure compliance with SWPPP requirements and project BMPs.
• Implement and maintain storm water pollution prevention measures on active construction projects.
• Coordinate with project management and field operations regarding erosion control, sediment control, tracking control, and water pollution prevention requirements.
• Strong technical writing and communication skills, with the ability to prepare high quality permit applications, storm water compliance documentation, inspection reports, rain event action plans, and BMP maintenance logs.
• Perform required uploads and reporting in the California SMARTS system.
• Coordinate with subcontractors and field personnel to correct non-compliant conditions.
• Assist with preparation and implementation of Water Pollution Control Plans and SWPPPs.
• Support regulatory inspections and respond to corrective action items.
• Monitor dewatering, concrete washout, material storage, and other construction activities for permit compliance.

• Sampling and Analysis as needed.
• Ability to work independently and collaboratively in a fast-paced environment.
• Ability to navigate complex permitting processes and work effectively with stakeholders from various agencies and organizations.

Qualifications

• Current California QSP (Qualified SWPPP Practitioner) certification required.
• 3+ years of experience in construction storm water compliance, preferably on heavy civil, pipeline, grading, or public works projects.
• Knowledge of California Construction General Permit requirements and BMP implementation.
• Experience with SMARTS reporting and storm water documentation.
• Ability to read construction plans and specifications.
• Strong communication and documentation skills.
• Valid California driver license.

Preferred Qualifications

• Experience on public works or heavy civil construction projects.
• QSD certification preferred but not required.
• Experience with dewatering compliance and water discharge permits preferred.

Not Required but a PLUS:

• PE license
• advanced engineering degrees

Compensation: The base salary rate being offered for this position is USD $85,000.00 per year to USD $95,000.00 per year. Please note that the salary range listed is specific to the role listed in California. Hourly rates may vary for different individuals in the same role based on various factors including, but not limited to, experience, education, and performance.
