Job summary

ENVIRONMENTAL CONTROL SYSTEM SPECIALIST

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment will establish an open eligible list that will be used to fill current and future Environmental Control Systems Specialist positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE OPPORTUNITY

The Research and Development Division (R&D) of the Orange County Sheriff's Department supports the department’s mission by developing and maximizing resources necessary to advance law enforcement objectives and department goals through cost effective, innovative opportunities and partnerships. The division facilitates department-wide construction and maintenance for sheriff’s facilities, manages fleet vehicles, provides grant writing and assistance, procures available state and federal equipment, inventories and issues department equipment, processes uniform needs and conducts research and special projects without compromise to quality, safety or service.

The Sheriff's Department has an exciting opportunity working as an Environmental Control System Specialist in their Facilities Operations Section with journey-level knowledge and experience in developing, maintaining and repairing a computerized environmental controls system.

Responsibilities and duties for this position include, but are not limited to, the following:

• Check communication status of the HVAC network throughout our facilities
• Check the functionality of all mechanical rooms throughout OCSD facilities, including pumps, valves, domestic water heaters, VFDs, cooling towers, chillers, and boilers
• Inspect all the facilities' BAS system workstations for any alarms or trouble messages
• Modify operational parameters such as temperature setpoints, equipment schedules, and control logic via the software interface or local controllers
• Inspect the status of functionality of Variable Air Volume boxes, zone dampers, exhaust fans, reheat, and Phoenix air valves at the Coroner's Building
• Inspect the status and functionality of Air handlers that serve jail facilities including valves, fans, dampers, variable frequency drives, control panels, VAV boxes, and zone temperatures

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

Technical Knowledge

• Diagnose malfunctioning environmental control components, controllers, and equipment.
• Troubleshooting and repair of HVAC sensors, dampers and valve actuators, fire dampers, room controllers, networked thermostats, DDC controls, input/output devices, fiber optics (fusion/test), CAT3, CAT5, and CAT6 cabling.
• Programming and correcting program language in the system environment, including Alarm systems.
• Monitoring environmental control systems for alarms, temperature readings, and wireless protocol integration such as Siemens, Schneider, etc.

Industry Knowledge

• Industry standard programming languages related to Direct Digital Control software platforms and databases, e.g., BACnet, Modbus, Lon Works, Tridium Niagara, Fieldbus, etc.
• Industry-leading environmental control systems such as Siemens Apogee and Desigo, Athena Engineering TAC Vista, Johnson Controls Metasys, Schneider Controls, etc.
• Both HVAC digital controls and pneumatic controls in mixed environments.
• Programmable Logic Controllers (PLC).
• Low-voltage wiring and systems up to 480V.
• HVAC system schematics, I/O tables, network diagrams, logic diagrams, and other HVAC drawings.
• Variable frequency drives (VFDs) and their applications.

Computer Experience

• Knowledge of computer networks and various types network communication hardware and software
• Wired and wireless network protocols
• Microsoft Windows environment
• Microsoft Office applications e.g., Word, Outlook, Access and Excel
• Computerized Maintenance Management Systems (CMMS)
• Use of portable wireless devices such as laptops, tablets and smartphones

Communication

• Effectively communicating and working with contracted service vendors
• Reviewing blue prints and specifications, defining controls system requirements for HVAC related projects
• Reporting on and completing corrective and preventive maintenance work orders issues through a computerized maintenance management system (CMMS)
• Working with other journey level trades on maintenance related issues of physical plant equipment and maintained assets

License Required

Possession of a valid California Driver's License Class C or higher, by date of appointment.

Special Requirements

Position requires working in a correctional facility environment.

Special Qualifications

Applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner. Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts). Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Evaluation Services (N.A.C.E.S.).
