Job summary

The City of Watsonville seeks an Environmental Compliance Supervisor to oversee the sampling, monitoring, and reporting for industrial waste pretreatment, waste minimization, and environmental compliance programs. You will supervise inspections of wastewater sources to ensure federal, state, and local compliance and prepare reports on operational activities.

A combination of relevant education, training, and professional experience may be considered in lieu of the desired education. Candidates who do not possess one year of inspection experience may be considered if they demonstrate an equivalent combination of progressively responsible work experience, and demonstrated competency in wastewater pretreatment, environmental compliance, regulatory enforcement, hazardous waste management, stormwater/MS4 compliance, or related environmental programs.

Relevant supervisory, management, program administration, field operations, technical, or regulatory experience may be considered in determining whether a candidate possesses the knowledge, skills, and abilities necessary to successfully perform the essential functions of the position. Distinguishing Characteristics

This job class functions at the full supervisory working level, which includes training, directing, coordinating, and formally evaluating the work of subordinate personnel and requires a working knowledge of current federal, state, and local regulations related to pretreatment of wastewater and hazardous waste disposal, and municipal separate storm sewer system () and industrial stormwater permitting. Also required is a thorough working knowledge of procedures for monitoring and testing a wide variety of pollutants in various media.

The following duties are performed personally, in cooperation with the Environmental Compliance Division Manager, and/or in coordination with other City employees, operating partners, community groups, and other public and private organizations. Additional duties may be assigned.

• Oversees and administers the City’s environmental compliance program; monitors a variety of discharge and pretreatment systems; meets with industrial representatives to facilitate development or improvement of pretreatment systems.
• Participates in all phases of the City’s Phase II MS4 NPDES permit and compliance with 40 CFR Part 403-General Pretreatment Regulations.
• Coordinates with other local government agencies to develop and implement multi‑agency pollution prevention programs.
• Supervises inspections of industrial waste users for compliance with State and Federal standards. Directs and performs wastewater sampling for analysis, evaluates analytical results for regulatory compliance.
• Aids local industries and commercial firms in the development of waste‑minimizing practices and water conservation techniques.
• Inspects industrial and commercial businesses for compliance with Resources Conservation and Recovery Act and Title 22 regulations for hazardous materials, wastes storage and disposal, as well as 40 CFR Part 403 Pretreatment Regulations.
• Coordinates and conducts stormwater water quality monitoring for TMDL and 303 (d) compliance for annual stormwater reporting to the state.
• Compiles and submits reports as required by EPA, state and other regulatory agencies; reviews and evaluates industrial self‑monitoring reports, manifests, and fats oil grease pretreatment records
• Drafts appropriate response to site findings; recommends corrective course of action to those firms found in violation of regulations including Corrective Actions and Notice of Violations
• Assists in ensuring compliance with regulations at solid waste disposal site and wastewater treatment plant.
• Amends and enforces the environmental compliance program to conform to state and federal regulations.
• Analyzes and provides calculations regarding sewer system loadings, sewer connection fees, and sewer service charges.
• Compiles, repares, and manages pretreatment data, and issues wastewater discharge permits to categorical and industrial users, to mobile waste haulers, and for groundwater dewatering in the City.
• Performs stormwater outfall sampling, inspections and investigations of illicit discharges to the stormwater system; implements enforcement actions following stormwater enforcement response plan.
• Reviews building plans for compliance with pretreatment regulations; determines wastewater pre‑treatment systems for categorical users, industrial users, and restaurants within city limits.
• Performs annual comprehensive site compliance evaluations of City owned industrial facilities.
• Investigates and documents complaints related to illicit discharges, sewer overflows, and water‑related odor pollution issues, and assists in the response, reporting, and remediation of sanitary sewer overflows.
• Recommends and assists with the implementation of appropriate regulation enforcement procedures; implements regulatory enforcement actions as required in the Pretreatment Enforcement Response Plan.
• Directs and monitors the Environmental Compliance Inspector, in the performance of water and wastewater sampling, flow measurement, and wastewater system studies.
• In coordination with Chief Plant Operator, reviews all waste types hauled to the City’s Wastewater Treatment Plant for prevention of upset, interference or pass through toxicity; oversees testing and monitoring of hauled wastes to ensure compliance with Wastewater ordinance.
• Performs monthly billing for industrial sewer revenue program and mobile waste hauler charges; provides annual support for sewer district reconciliation calculations.
• Operates a variety of office equipment including computers and applicable software applications to produce databases, spread sheets, and forms related to environmental compliance operations and activities.
• Coordinates and performs sampling and data review to determine industrial sewer fees.
• Monitors industrial and commercial businesses for compliance with stormwater regulations and educates businesses on Best Management Practices (BMP’s) as part of the Pollution Prevention Outreach.
• Directs and implements the City’s fats, oils, and grease (FOG) Program including determining sizing and maintenance frequency of grease interceptors, and grease traps

Typical Qualifications

EDUCATION/TRAINING AND EXPERIENCE:

Education/Training

Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• Equivalent to an Associate’s degree with major course work in environmental science, biology, chemistry, or a related field.

Experience

Four years of experience in environmental science, industrial water/wastewater process operations, or water quality management or pollution control, with at least one year of work experience as an environmental compliance inspector.

License & Certification

• Possession of a valid California Class C driver’s license and a safe driving record.
• Possession of a California Water Environment Association; Environmental Compliance Inspector Grade I
• Ability to obtain a California Water Environment Association; Environmental Compliance Inspector Grade II within 12 months, is highly desired
• Possession of Qualified Industrial Storm Water Practitioner (QISP) and Qualified SWPPP Practitioner (QSP) is highly desired but not required

Other Requirements

• Bilingual English/Spanish oral skills is highly preferred.

Supplemental Information

The candidate selected will be appointed for a 12-month probationary period. Names of successful candidates who do not receive a job offer will be placed on an employment list that normally remains effective for one year. The Human Resources Department may abolish an Employment list at any time the needs of the City so require. This position is represented by the Mid Management bargaining group.

Prior to appointment to the position of Environmental Compliance Supervisor* a medical examination and Department of Justice Livescan fingerprinting will be required.
