The New York State Center for Recruitment & Public Service seeks an Environmental Analyst 2 to oversee analysis units and coordinate environmental impact projects across state and federal requirements. Environmental Analyst 2 coordinates the efforts of the environmental and other regional staff in environmental impact analysis and regulatory activities including the agency's permit program. The Environmental Analyst 2 is responsible for a major segment of the office's environmental responsibilities. Such responsibility may include coordination of office effort, drafting rules and regulations, and directing and coordinating environmental review and analysis of various projects and proposals under their jurisdiction.
Environmental Analyst 2 has verbal and written communication with a wide variety of groups and individuals. The ability to communicate effectively at each level is very important since the many laws, rules and regulations operating in the environmental area have an effect on project applicants, local, State and Federal government officials and the public. The issues involved are often sensitive and conflict-producing.
Incumbents supervise lower-level Environmental Analysts or other professional positions engaged in environmental analysis by assigning work, reviewing it, and providing guidance and consultation on more complex or difficult assignments. They may also work on the more difficult and complex cases.
Environmental Analyst 2 reports to the Environmental Branch Chief and may refer highly sensitive or major policy matters to him/her, although they for the most part operate with considerable independence and under general supervision.
The position performs responsibilities in accordance with all current and amended, DMNA policies and procedures, federal and state statutes, and where applicable, the contract bargaining agreement and requirements of the National Guard Bureau (NGB), specifically the Master Cooperative Agreement (MCA) and supporting regulations. The position may report to state and/or federal supervisory personnel.
Bachelor’s Degree from a regionally accredited college or university in a related field of study. As well as four (4) years of full-time experience in the field of environmental impact analysis.

Associate’s degree from a regionally accredited college or university in a related field of study. As well as six (6) years of full-time experience in the field of environmental impact analysis. Two years of the qualifying experience must have been at the supervisory level.
Two years’ experience in active or reserve component military membership, Department of Defense (DOD) civilian work, or other related experience with DOD environmental contracts is desirable.
Must be at least 18 years old and have a High School Diploma or GED.
Must be able to read and write in English.
Must be proficient in and able to independently use Microsoft Office software – MSWord and Excel. Ability to use PowerPoint and/or Access also preferred.
Must possess a valid driver's license to operate a motor vehicle in the State of New York. Must report any changes to supervisory chain and State Human Resources (MNHS).
Required to have or successfully complete within 90 days of receiving computer access, all training associated with assigned data systems such as SFS and the Statewide Learning Management System (SLMS) and/or other computer training as related to duty assignments.
In accordance with NGB standards, will be required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check with Inquiry (NACI) will be completed - dependent on current regulation, a SECRET clearance may be required – especially at Air Bases when flight line access requires SECRET.
At all times, the employee MUST maintain minimum standards in accordance with current, and as amended, agency, statutory and NGB requirements and directives; failure to do so will subject the individual to disciplinary action, including possible termination.

This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.
