Job summary

Veolia Port Arthur Incineration Facility seeks an Environmental Compliance Specialist to support the Environmental Manager. Under minimal supervision, you will assist in managing regulatory programs, recordkeeping, inspections and reporting.

The role requires a Bachelor's in a technical field and at least 2 years in environmental regulatory/compliance, with knowledge of RCRA, TSCA, CWA, and CAA, plus 40-hour HAZWOPER and a valid driver’s license.

Qualifications

  • Bachelor's degree in a technical discipline (Engineering, Chemistry, Environmental Science or related).
  • Minimum 2 years in environmental regulatory/compliance, with preferred RCRA experience.

Responsibilities

  • Assist development and implementation of environmental policies, programs and systems including recordkeeping, inspections and reporting.
  • Provide regulatory guidance to facility personnel to meet permit conditions and internal policies.
  • Maintain records and submit reports to agencies (TCEQ, EPA, etc.).
  • Assist review of spills/releases to identify root causes and corrective actions.
  • Support Third-Party Audit program with timely review and approvals.
  • Coordinate monthly reviews of recordkeeping issues with facility personnel.
  • Assist training on Environmental Regulations and permit requirements.
  • Assist development of processes/programs as needed.
  • Other duties as assigned.

Job Description

Position Purpose:

Under minimal supervision, responsible for assisting in the management of the Veolia – Port Arthur Incineration Facility Environmental program. This function is in support of the Environmental Manager.

Primary Duties/Responsibilities:
  • Assists with the development and implementation of environmental policies, programs and systems, including associated recordkeeping, inspections and reporting.
  • Researches and provides environmental regulatory guidance to facility personnel to assist them in meeting regulatory, permit conditions, and internal policies for their areas of responsibility.
  • Maintains records and submits relevant reports to agencies (TCEQ, EPA, etc.) Examples: Emission Events, Emissions Inventory, Toxic Release Inventory (TRI), Benzene NESHAP, Title V Deviation.
  • Assists other facility environmental, health, and safety professionals in the review of spills and releases to determine root causes and the appropriate corrective and preventative actions.
  • Assists with Third-Party Audit program ensuring that third-party audits completed, reviewed and approved or denied in a timely manner.
  • Schedules and manages the monthly reviews of any recordkeeping issues with facility personnel.
  • Assists facility personnel in the use of the Dakota software (Auditor, Profiler, and Tracer).
  • Assists with training (internal and external) on Environmental Regulations and permit requirements.
  • Assist in development of processes/programs as needed.
  • Other duties as assigned
Qualifications

Education/Experience/Background:

  • Bachelor's Degree in Engineering, Chemistry, Environmental Science or a related technical discipline.
  • Minimum 2 years of experience in the environmental regulatory or compliance field, with specific experience in the RCRA hazardous waste regulations, preferred

Knowledge/Skills/Abilities:

  • Knowledge of the Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), the Clean Water Act (CWA), and the Clean Air Act (CAA).
  • Must possess strong communication skills and communicate effectively, both orally and in writing, with employees, peers, management and external contacts.
  • Must have the ability to manage time and resources efficiently. Along with having good organizational skills.
  • Must be able to climb ladders and stairs

Required Certification/Licenses/Training:

  • 40-hour HAZWOPER Certification, can be provided on site.
  • Hazardous Waste Combustor MACT, can be provided on site.
  • A valid driver’s license
