Qualifications

GENERAL SUMMARY

The Strategic Planning Program Manager leads Energy Northwest’s Strategic Planning Program and strategic performance reporting processes. The position is responsible for maintaining the agency’s strategic planning framework, supporting development and communication of strategic priorities, monitoring organizational performance against strategic objectives, and facilitating alignment between agency leadership, member utilities, and enterprise planning activities.

Working closely with executive leadership, department leaders, Public Affairs, Board Relations, and member utilities, the position helps ensure Energy Northwest maintains a clear understanding of its strategic priorities, progress toward objectives, and long‑term direction as a public power Joint Operating Agency. The position supports long‑range planning that balances stewardship of the agency’s existing enterprise with development of future capabilities, resources, and services that position Energy Northwest to meet the evolving needs of member utilities.

PRINCIPAL ACCOUNTABILITIES

Strategic Planning

• Lead development, administration, and continuous improvement of Energy Northwest’s Strategic Planning Program, strategic goals, measures, and planning priorities.
• Coordinate strategic planning activities involving executive leadership, departments, member utilities, the Executive Board, and the Board of Directors.
• Coordinate long‑range strategic planning activities that support the agency’s existing enterprise while positioning Energy Northwest for future strategic opportunities.
• Develop and administer processes for gathering strategic planning input from member utilities and other stakeholders.
• Monitor industry, policy, regulatory, market, and public power trends that may impact the agency’s long‑term strategy.

Performance Reporting

• Lead development and administration of strategic performance reporting and monitoring processes.
• Develop, maintain, and communicate strategic scorecards, balanced scorecards, performance measures, and related planning metrics.
• Analyze and communicate organizational progress toward strategic objectives and priorities.
• Coordinate action planning and follow‑up activities associated with strategic performance measures.

Communications & Alignment

• Develop strategic planning content, presentations, briefing materials, reports, and planning updates.
• Partner with Public Affairs, Finance, Enterprise Risk, and Operations to support communication and engagement activities related to agency strategy.
• Promote shared understanding of strategic priorities across the organization and among member utilities.
• Coordinate integration between strategic goals, business planning, performance measures, and agency priorities to support execution of the agency’s strategic plan.
• Promote alignment between strategic priorities, business planning, and organizational performance to support execution of the agency’s long‑term strategy.

REQUIRED EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university in Business Administration or related field and seven years of experience in strategic planning, business planning, utility operations, organizational performance, public affairs, or related field;

OR Associate’s degree in Business Administration or a related field and nine years of experience in strategic planning, business planning, utility operations, organizational performance, public affairs, or related field;

OR High School diploma/GED and eleven years of experience in strategic planning, business planning, utility operations, organizational performance, public affairs, or related field.

DESIRED EDUCATION AND EXPERIENCE

Experience in public power, Joint Operating Agency, cooperative or utility; enterprise strategic planning; board support; regional energy policy/resource planning, executive support and cross‑functional coordination.

Pay Range

$126,362.00 - $157,952.00 Annual

The salary listed represents the pay range for this position. Starting pay is calculated from the minimum of the salary range and actual individual placement within the range is determined based on the candidate’s experience, education, skills, and abilities related to the role. The level and final offer will also take into account the candidate’s overall qualifications.

Incentive Compensation

This position is eligible for an annual at‑risk compensation (ARC) incentive plan. Incentives are earned based on agency performance against defined metrics and goals which follow eligibility rules within the ARC plan document.
