Job summary

CACI is seeking an Enterprise Monitoring Observability Lead (SME) to guide a global monitoring program supporting the GMOS contract with the Department of State. You will lead a high-performing team, set strategy, and ensure secure, reliable IT services across thousands of users.

You will drive dashboards, analytics, and capacity planning leveraging Grafana, Oracle EM, and cloud monitoring tools, while collaborating with stakeholders and senior leadership on critical IT decisions.

Qualifications

Responsibilities

The Opportunity

CACI is seeking a SME Enterprise Monitoring Observability Lead for the Global Mission Operations Support (GMOS) contract, supporting the Department of State. Responsibilities

• Provide technical and management leadership for enterprise monitoring solution operations across the global CA IT infrastructure, driving strategic observability initiatives
• Establish enterprise monitoring capability strategy, providing program‑level dashboard views with near real‑time data visualization and comprehensive trend analysis for executive decision‑making
• Direct infrastructure system availability monitoring operations, coordinating with DT ENMOC across 350+ global facilities to ensure optimal performance and rapid issue resolution
• Establish metrics collection, analysis, and reporting strategies that align with CA mission objectives, organisational goals, and enterprise security posture requirements
• Direct Capacity Management Plan development, defining capacity utilisation metrics and forecasting models to support infrastructure expansion planning and budget allocation
• Direct continuous assessment of monitoring capabilities, recommending strategic enhancements to address evolving technology landscapes, emerging cybersecurity threats, and capability gaps
• Establish enterprise monitoring solution strategy ensuring comprehensive coverage for modernised and legacy systems, with seamless integration to the Ticket Management System
• Direct the delivery of multi‑level dashboards including program‑level, operational, and executive dashboards that provide actionable insights supporting informed decision‑making
• Establish advanced analytics and machine learning strategy to predict resource needs, identify performance bottlenecks, and prevent service degradation before business impact
• Provide technical and management leadership on major assignments, establishing strategic goals and plans that meet project objectives while directing activities with overall responsibility for financial management, methodology selection, and staffing decisions

Qualifications

Required –

• Bachelor's degree + 13 years of experience in related fields, such as IT operations monitoring, systems analysis, observability engineering, performance management, or enterprise monitoring architecture; equivalencies considered.
• Active Secret Clearance
• Demonstrated expertise in capacity planning, performance analysis, and enterprise infrastructure monitoring for complex IT ecosystems supporting thousands of users
• Strong leadership abilities with proven experience directing technical teams, managing project budgets, and making strategic staffing and resource allocation decisions
• Excellent executive communication and stakeholder management skills with ability to translate complex technical metrics into business insights for senior leadership
• Grafana Observability: Hands‑on experience with Grafana as the central observability and visualization platform, including designing and maintaining dashboards for monitoring application, infrastructure, and system performance metrics
• Experience with designing, deploying, and instrumenting one or more of the following tools: Oracle Enterprise Manager, Oracle Cloud Infrastructure Monitoring, AWS CloudWatch, Zabbix, Splunk, CRIBL, Dynatrace, or AppDynamics.

Desired –

• Prior experience supporting federal agencies, especially the Department of State
• Experience implementing Grafana with other enterprise tools for advanced observability and data visualization.
• Experience implementing advanced analytics, machine learning, or AI‑driven predictive monitoring solutions for proactive capacity management
• Proven track record managing enterprise monitoring operation

The Proposed Salary Range For This Position Is
