Job summary

Kansas Turnpike Authority is seeking an experienced GIS professional to administer ArcGIS Enterprise and ArcGIS Online, oversee projects, govern data, and support GIS-enabled solutions for operations and leadership.

The role requires a Bachelor's in a GIS-related field and 3–5 years of enterprise GIS experience, with strong communication and coordination abilities to work with staff, consultants, and partners.

Responsibilities

• Administer and maintain ArcGIS Enterprise and ArcGIS Online environments including configuration, upgrades, performance, user access, roles, permissions, and licensing.
• Oversee enterprise GIS projects, programs, and data collection with IT and business systems.
• Manage GIS data development, governance, lifecycle, QA/QC for asset, right-of-way, parcel, and other datasets.
• Configure and support GIS apps, web maps, dashboards, field data workflows, and GIS-enabled solutions for users.
• Translate business needs into GIS workflows and coordinate deliverables with staff, consultants, and vendors.
• Provide training and support on GIS tools and best practices; act as GIS SME and coordinate with partners.
• Engage stakeholders, organize GIS Steering Committee meetings, and align initiatives with priorities.
• Evaluate GIS technologies and licensing needs; propose program priorities and budget items.
• Stay current on Esri technologies and industry best practices.

Definition and Examples of Work

• Administer and maintain KTA's ArcGIS Enterprise and ArcGIS Online environments, including configuration, upgrades, performance, user access, roles, permissions, and licensing.
• Oversee enterprise GIS projects, programs, application development, data collection, and related integrations with IT and business systems.
• Manage GIS data development, maintenance, standards, governance, lifecycle processes, and quality control for asset, operational, right-of-way, parcel, and other enterprise datasets.
• Configure and support GIS applications, web maps, dashboards, field data collection workflows, and GIS-enabled solutions for operational users and leadership.
• Translate business needs into GIS workflows, tools, and solutions that support infrastructure, asset management, engineering, maintenance, facilities, and operational activities.
• Develop GIS scope and deliverable requirements; coordinate data collection efforts; review deliverables from staff, consultants, vendors, and external partners.
• Provide training, guidance, and support to internal staff on GIS tools, data collection, updates, and best practices.
• Serve as KTA's GIS subject matter expert and coordinate with KDOT, consultants, vendors, and other partners on shared data, standards, services, and specialized solutions.
• Engage stakeholders across the organization, organize GIS Steering Committee meetings as needed, and align GIS initiatives with organizational priorities.
• Evaluate and recommend GIS technologies, software tools, licensing needs, workflow improvements, program priorities, and annual budget recommendations.
• Stay current on Esri technologies and industry best practices; monitor and report on GIS program and budget items.

Latitude and Impact of Position

This position works independently and as part of a team, including providing input and problem solving with others to complete tasks. Decision making is typically done independently in regard to decisions affecting the individual/department work tasks, with occasional decisions requiring supervisor approval. Makes purchase decisions within budgetary limitations and makes decisions related to monetary transactions, write-offs, waiver of charges, and contractual commitments. Participates in short and long-term planning. Uses negotiation, persuasion and diplomacy with internal customers and external stakeholders and vendors. QUALIFICATION

Required Knowledge, Skills and Abilities

• Experience with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and field data collection tools such as Field Maps or Survey123.
• Knowledge of geospatial data management, enterprise geodatabases, relational databases, infrastructure or right-of-way datasets, QA/QC, versioning, and data maintenance workflows.
• Basic understanding of identity and access management, system integrations, APIs, web services, and coordination with IT for updates and security.
• Strong communication skills with the ability to manage multiple priorities and serve as KTA's central GIS resource.

Preferred Knowledge, Skills and Abilities

• Advanced degree or relevant certifications (Esri, GISP)
• Experience with enterprise GIS architecture and system design.
• Proficiency in Python (ArcPy) and SQL.
• Experience developing dashboards, applications, or executive reporting tools
• Familiarity with asset management systems (e.g., Cityworks, Maximo, Cartegraph, VUEWorks)
• Experience in transportation, tolling, or infrastructure environments.
• Knowledge of linear referencing systems and roadway asset management.
• Experience establishing governance standards and supporting vendor selection.

Required Education and Experience

• Bachelor's degree in GIS, Geography, Engineering, Computer Science, Information Systems, or a related field (or equivalent experience).
• 3-5 years of progressive experience supporting GIS in an enterprise environment.
• Experience administering ArcGIS Enterprise and/or ArcGIS Online.
