Description du poste

Come be a part of something big! Smart Minds, Cool Jobs and Awesome Rewards! Fueled by innovation, talent and ambition, the Air Force Civilian Service (AFCS) is seeking civilian professionals prepared to deploy war-winning capabilities for the United States Air Force.
The Air Force Civilian Service (AFCS) is seeking an Enterprise Data Rights Subject Matter Expert (SME), Non-Supervisory Contract Specialist (NH-1102-04) to support the Fighters and Advanced Aircraft (F&AA) Directorate within the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson AFB, OH. The F&AA portfolio is at the leading edge of national air superiority, delivering, modernizing, and sustaining premier combat aircraft capable of securing decisive overmatch against pacing adversaries in contested, high-threat environments. Come join a dynamic team dedicated to pushing technological frontiers and shaping the future of tactical aviation. Located in the Dayton, Ohio region, Wright-Patterson AFB offers a low cost of living, rich aviation heritage, outstanding school systems, exceptional parks, and vibrant communities ideal for professionals and families alike.
As a key member of the F&AA Leadership Team, you will lead the Directorate’s approach to intellectual property (IP), technical data rights, and licensing for advanced aircraft programs across a $141B portfolio. Your primary focus will be ensuring the Directorate has the data insight and access rights necessary to independently sustain, modify, modernize, and competitively support aircraft systems throughout their operational lifecycles. In this capacity, you will also spearhead the architecture, implementation, and enterprise governance of a centralized F&AA Data Rights Repository while driving high-impact strategic engagement with AFRL—effectively bridging the critical transition seam between advanced technology maturation and weapon-system production to secure enduring Government data rights and access from day one. This role ultimately supports a unified portfolio strategy that improves long-term sustainment outcomes and reduces risks associated with fragmented data-rights practices and vendor lock-in.

Qualifications/Requirements
We are seeking a strategic, collaborative, and technically proficient Enterprise Data Rights Subject Matter Expert to serve as the Fighters and Advanced Aircraft (F&AA) Directorate’s leading authority on intellectual property (IP) and technical data rights. Operating at the enterprise level under the Portfolio Acquisition Executive framework, this high-impact role will shape solutions to complex acquisition data-rights and licensing challenges across the Directorate. The selected candidate will work closely with F&AA Divisions, the Air Force Research Laboratory, acquisition IP stakeholders, and external partners to advance a cohesive, mission-focused approach to protecting and securing the Government’s interests in advanced aircraft programs.
The successful candidate will bring deep expertise in IP, technical data rights, software rights, licensing, and acquisition strategy to ensure the Government obtains and preserves the rights needed to sustain, modify, compete, integrate, and modernize advanced aircraft systems throughout their life cycles. Responsibilities include leading the development and governance of a centralized F&AA Data Rights Repository; partnering with Division teams to identify and close data-rights gaps; and providing practical, risk-informed recommendations to program and Directorate leadership. This role offers an opportunity to drive the transition from fragmented, program-specific practices to an integrated portfolio strategy that strengthens data visibility, reduces vendor lock-in, and enables cost-effective aviation sustainment and modernization. This role requires the ability to translate complex legal, contractual, technical, and programmatic issues into practical, risk-informed recommendations for program and Directorate leadership.
  • U.S. Citizenship.
  • Ability to obtain and maintain a TS/SCI clearance.
  • Ability to travel, as required.
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
  • Must be able to obtain an Unlimited Contracting Officer Warrant.
  • Demonstrated in-depth knowledge of acquisition data-rights planning, federal contracting regulations (RFO/RDFARS) provisions, and licensing strategies for complex weapon-system sustainment and modernization efforts.

  • Demonstrated ability to analyze complex contractual, technical, and programmatic issues and develop actionable recommendations for senior leaders and integrated product teams.
  • Advanced skill in identifying data-rights risks, restrictive markings, commercial licensing constraints, delivery shortfalls, and potential vendor-lock-in vulnerabilities.
  • Experience supporting defense acquisition, lifecycle management, sustainment, modernization, engineering, logistics, contracting, program management, or related functions.
  • Ability to work collaboratively across functional organizations, including engineering, contracting, legal, logistics, program management, and external stakeholders.
  • Experience developing, organizing, governing, or maintaining repositories or other knowledge-management solutions for IP artifacts, technical data, licenses, and contractual deliverables.
  • Ability to assess alternatives and formulate practical approaches that balance technical, schedule, cost, sustainment, competition, and data-rights considerations.
  • Knowledge of fighter and advanced aircraft lifecycle-management challenges, modular open systems architectures (MOSA), and technical baseline verification is highly desired.
