Job summary

GFT seeks an Enterprise Data Governance Analyst to advance data quality, governance, and stewardship across Virginia Department of Transportation’s Data Program. You will partner with business divisions and data stewards to strengthen governance and promote data literacy in a hybrid office setting.

Reporting to senior data leaders, you will coach teams, develop data dictionaries and business rules, and ensure governance artifacts are maintained.

Qualifications

  • Bachelor's degree or higher in a data-related field.
  • Minimum of four (4) years of progressive experience in data management, data quality, or data governance initiatives.
  • Experience serving as primary client or stakeholder contact; strong relationship-building skills.
  • Strong understanding of data governance, data stewardship, metadata management, and data quality practices.
  • Experience developing data dictionaries, business rules, or governance documentation.
  • Excellent facilitation, communication, and collaboration with technical and non-technical audiences.

Responsibilities

  • Serve as primary relationship manager and trusted advisor for assigned divisions; guide data stewards.
  • Lead meetings to set priorities, track progress, and deliver governance artifacts.
  • Coach business users on data stewardship, governance principles, and data quality concepts.
  • Assist stakeholders in developing data dictionaries, business rules, and scoping documentation.
  • Prepare datasets for enterprise data quality measurement within governance platforms.
  • Collaborate with SMEs and system owners to identify and resolve data quality issues.
  • Promote standardized governance processes and documentation across the organization.
  • Facilitate communication between divisions and the Data Program to align governance priorities.
  • Support data literacy initiatives through training and workshops.

We are seeking an Enterprise Data Governance Analyst to support the Virginia Department of Transportation's (VDOT) enterprise Data Program by advancing data quality, governance, and stewardship practices across the organization. This role follows a hybrid schedule, requiring the successful candidate to report to an office three days per week.

This is an exciting opportunity for a collaborative, client-focused data professional to help shape enterprise data governance within one of the nation's leading transportation agencies. Working directly with business leaders and data stewards, you'll serve as a trusted advisor, helping organizations strengthen data management practices, improve data quality, and build a culture of data stewardship that supports better business decisions.

What you will be challenged to do

  • Help establish sustainable data management practices that improve organizational decision-making and operational effectiveness
In this capacity you will be responsible for the following
  • Serving as the primary relationship manager and trusted advisor for assigned business divisions, guiding data stewards through governance initiatives and stewardship activities
  • Leading regular meetings with stakeholders to establish priorities, review progress, and ensure successful completion of governance deliverables
  • Coaching business users on data stewardship principles, data quality concepts, governance processes, and best practices
  • Assisting stakeholders in developing and maintaining data dictionaries, business rules, scoping documentation, and other governance artifacts
  • Preparing datasets for enterprise data quality measurement within the organization's data governance platform
  • Collaborating with subject matter experts and system owners to identify and resolve data quality issues
  • Supporting enterprise data governance initiatives by promoting standardized processes, consistent documentation, and effective stewardship practices
  • Facilitating communication between business divisions and the enterprise Data Program to ensure alignment with governance priorities
  • Supporting organizational data literacy initiatives through training, workshops, and one-on-one coaching
  • Maintaining organized documentation and ensuring stewardship activities are completed in accordance with established governance frameworks
Education | Experience:
  • Bachelor's degree in Computer Science, Information Systems, Data Management, Business Analytics, or a related field
  • Minimum of four (4) years of progressive experience supporting enterprise data management, data quality, or data governance initiatives
  • Demonstrated experience serving as the primary client or stakeholder contact, managing relationships and driving successful project outcomes
  • Strong understanding of data governance principles, data stewardship, metadata management, and data quality practices
  • Experience developing data dictionaries, business rules, business glossaries, or related governance documentation
  • Excellent facilitation, communication, and relationship-building skills with the ability to engage both technical and non-technical audiences
  • Proven ability to coordinate cross-functional initiatives while managing multiple priorities and deadlines
  • Strong analytical and organizational skills with attention to detail
  • Experience working in enterprise data governance, master data management, or business-facing data management roles
Preferred Qualifications
  • Experience with Collibra or other enterprise data governance platforms
  • Familiarity with transportation data, infrastructure asset management, or public sector environments
  • Experience supporting enterprise data quality initiatives or governance programs
  • Proficiency with Microsoft Office applications including Excel, SharePoint, and Microsoft Teams
Compensation

The salary range for this role is $85,000 - $95,000. Salary is dependent upon experience and geographic location.
