Responsibilities

• Create technical specifications for MDW and Medicaid Data Enterprise
• Review and evaluate technical specifications and procurements from technical/financial perspectives
• Support enterprise licensing, budgeting and forecasting efforts
• Ensure alignment with business objectives and integrate functionality with other applications
• Develop Logical and Physical Technology Models
• Collaborate with NYS ITS and vendors to support infrastructure
• Participate in Data Governance meetings and Architecture governance
• Review new/existing data designs ensuring architectural impact and quality

Description

The position is to support Medicaid Enterprise Systems (MES). The Systems Architect position will support major architecture initiatives of New York State Medicaid Enterprise.

Duties

• The Systems Architect will have responsibility to support the technical operational aspects of the Medicaid Data Warehouse (MDW) and the Medicaid Data Enterprise. This includes all hardware, software and technical infrastructure in support of the design, development and implementation of the MDW and Medicaid Data Enterprise. Specific duties include:
• Create technical specifications;
• Reviewing and evaluating technical specifications;
• Review and evaluate procurements from both a technical, financial perspective
• Support and take responsibility for enterprise licensing, budget and forecasting efforts.
• Ensuring compliance with business objectives and requirements;
• Ensures functionality is integrated with other applications.
• Create Logical and Physical Technology Models
• Work with Vendor and NYS ITS to support existing infrastructure
• Support Enterprise Architecture review and governance.
• Participating in Data Governance Meetings
• Fulfil requests from management
• Review of new and existing data designs including database, SQL and ETL applications to ensure correctness
• System and Vendor Quality Assurance

Mandatory Requirements

• Experience (15+ Years)
• Is involved with all facets of the software development process, including the research, design, programming, testing and implementation of computer software.

Requirements

• This is an 100% Onsite
• 84 Months of Enterprise Architecture Experience including managing enterprise solutions, software license agreements, procurements, RFIs, RFPs, write proposals and overall enterprise budgets.
• Bachelor s Degree in Information Technology or Computer Science or similar field of study.
• 84 months of experience in systems integrations involving multiple disparate mid-tier platforms like Enterprise Service Bus (ESB) or an Integration Platform as a Service (iPaaS) like MuleSoft, Identity and Access Management (IAM) platforms, Cloud Platforms, API Management Platforms.
• 84 months of experience with data systems utilizing Oracle and other leading database platforms like MySQL, PostgreSQL (Postgres) or IBM Db2.
• 84 months of experience designing and implementing Service Oriented systems.
• 84 Months reviewing new projects for overall architectural impact and providing Architecture Assurance.
• 84 months of experience in research and evaluation of software / hardware products and industry trends to assist in Enterprise Portfolio Assessment and development of the Enterprise Roadmap.
• 84 months of experience designing, developing, implementing and supporting enterprise applications.
• 84 months experience in infrastructure Capacity Planning, Performance Management and related functions.
