Job summary

Kinder Morgan, a leading energy infrastructure company, is seeking a Project Leader to organize and direct efforts across API 653 tank repairs and related mechanical, civil, and marine projects at our Texas operations.

You will drive scope development, scheduling, cost estimating, and coordination with Terminal Operations, Design Engineering, Project Execution, and EHS to ensure safe, compliant delivery.

Qualifications

  • Bachelor of Science in Engineering or equivalent with relevant experience.
  • 5+ years leading projects including design, pipeline construction, API 653 tank repairs, inspection, and terminal operations.

Responsibilities

  • Oversee and manage internal and external engineering resources to support timely and effective project execution.
  • Plan, schedule, and manage multiple expansion and sustaining capital projects while ensuring commercial and operational requirements are met.
  • Develop Project Design Basis documents for assigned projects, including scope definition, cost estimates, and execution plans for both maintenance and expansion efforts.
  • Provide technical support for hydraulic and surge analyses, pump and driver evaluations, pipeline capacity studies, tank repairs, and terminal/loading rack projects.
  • Collaborate with Operations and Maintenance personnel across facilities to resolve project-related issues and maintain strong working relationships.
  • Coordinate with Inspection and EHS teams to ensure all projects meet corporate, federal, and state documentation and compliance requirements.
  • Ensure all work is executed in accordance with applicable regulatory requirements and industry standards.
  • Review and understand tank level alarm systems in accordance with API 2350 and company standards.

Job description

What We Are Looking For
  • Serve as the Project Leader, organizing and directing efforts to achieve project objectives across API 653 tank repairs and associated mechanical, civil, and marine projects.
  • Provide leadership in all phases of project execution, including scope development, scheduling, task prioritization, cost estimating, and overall project coordination.
  • Coordinate closely with Terminal Operations, Design Engineering, Project Execution teams, and EHS to ensure safe, efficient, and compliant project delivery.

What You Need
Education
  • Bachelor of Science degree in Engineering (Civil, Mechanical, Petroleum, or Chemical) or equivalent combination of education and relevant experience.
  • Experience in project management principles, including project scoping and estimating, utilizing work breakdown structures, cost and schedule control systems, design and construction management, team leadership, resource planning, procurement, and permitting, is preferred.
Experience
  • Minimum of 5 years of experience in project management, including design, pipeline construction, API 653 tank repair, inspection, and operation of facilities associated with hazardous liquid terminals, truck loading terminals, marine docks, and related pumping, storage, and metering systems.
  • Demonstrated proficiency in project management practices, including project scoping and estimating using work breakdown structures, cost and schedule control, design and construction management, team leadership, resource planning, procurement, inspection requirements, and permitting.
  • Valid state driver’s license with an acceptable driving record, as determined by company standards.
  • Working knowledge of applicable regulations and governing bodies, including DOT, OSHA, and relevant state agencies.
  • Familiarity with applicable industry codes and standards, including NEC, ASME, API, NFPA, and ASTM.

  • Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook.
  • Strong interpersonal skills with effective verbal and written communication abilities.

  • Flexible and able to work effectively in a team environment while maintaining a professional and respectful demeanor with coworkers, clients, vendors, and regulatory agencies.
Physical Demands
  • This position requires the ability to perform sedentary to light work, including exerting up to 20 pounds of force occasionally and/or lifting, carrying, pushing, pulling, or otherwise moving objects on a regular basis.
  • The role involves reaching overhead, as well as frequent stooping, bending, and twisting. Additional physical capabilities include seeing, handling (fingering, grasping, and feeling), hearing, speaking, and performing repetitive motions.
  • Visual acuity requirements include adequate color vision, depth perception, and field of vision to effectively prepare and analyze data, operate a computer, and read documentation.
Working Conditions
  • Must be willing and able to work in both a corporate office environment and an outdoor plant setting under various climatic conditions, including proximity to water.
  • Primarily indoor work; however, outdoor work will be required to support project and maintenance activities.
  • Occasional travel to field and corporate locations may be required, generally ranging from 0%–15% depending on project demands.
  • Must possess a valid state driver’s license and maintain a satisfactory driving record in accordance with company requirements.
  • Must be willing and able to carry a company-issued cell phone and respond as needed.
  • Subject to a PHMSA-compliant drug testing program.
  • Extended periods of sitting may be required to support administrative responsibilities.
Supervisory Responsibilities
  • Responsible for providing technical work direction and oversight to staff on project activities.
Preferred
  • Certifications in NACE, API 570, 510, 653 or AWS.
  • Marine, dock, and tank repair / construction, with an understanding the permitting process, rules and regulations.
