Job summary

Fenix Marine Services, LTD is seeking an Engineering Manager for Facilities & Utilities to lead maintenance and infrastructure projects at the terminal. You will supervise design, bidding, construction, and regulatory aspects while ensuring safety, on-time delivery, and budget adherence.

You will coordinate with operations, finance, and external vendors, overseeing high voltage systems, energy storage, solar and EV chargers, with focus on cost savings and emission-reduction initiatives.

Qualifications

  • 4+ years of project/construction management delivering infrastructure, utilities, civil works, or capital projects.
  • Experience managing projects through planning, design, procurement, construction, commissioning, and closeout.
  • Proven ability to manage budgets, schedules, forecasts, and resource plans.
  • Knowledge of construction means and methods, engineering design processes, and infrastructure delivery practices.
  • Experience coordinating multidisciplinary teams, consultants, contractors, and stakeholders.
  • Experience with contract administration and procurement processes.
  • Strong verbal and written communication skills, including preparation of executive reports and presentations.
  • Demonstrated ability to lead meetings, workshops, technical reviews and coordination sessions while driving decisions and accountability.
  • Ability to manage multiple priorities and projects in a fast-paced environment.
  • Experience working with regulatory agencies and obtaining permits and approvals.

Responsibilities

  • Oversee facilities/utilities maintenance and projects from concept through planning, approval, regulatory permitting and engineering design, bidding, construction, and close-out.
  • Plan, budget, scope, bid and propose new projects based on FMS’s business plan.
  • Manage vendors and consultants/contractors, enforce contractual obligations and service levels.
  • Coordinate with finance and procurement for funding approvals, resource planning, and vendor engagement.
  • Coordinate with terminal operations for scheduling/executing the work.
  • Develop capital initiatives with business cases and support annual budget planning, contributing to zero/near-zero emission goals.
  • Perform or oversee related duties as assigned.
  • Responsible for high voltage power systems, energy storage, solar, EV chargers, and utility liaison (e.g., LADWP).
  • Manage infrastructure maintenance and repairs (underground utilities, electrical, paving, truck scales).
  • Investigate and implement long-term cost savings to maximize terminal profitability.

Job description

Position Summary:

The Engineering Manager for Facilities & Utilities is responsible for overseeing all aspects of Fenix Marine Services' (FMS) Facilities and Utilities maintenance and projects related to the terminal’s infrastructure. The Engineering Manager for Facilities & Utilities shall maintain a positive and safe work environment by delivering infrastructure projects safely, on time, within budget, with limited/no impact to active terminal operations and in compliance with technical and regulatory requirements.

Primary Duties and Responsibilities:
  • Manage assigned facilities/utilities maintenance and projects from concept through planning, approval, regulatory permitting and engineering design (if applicable), bidding, construction/execution, grant management (if applicable), close-out, and service level agreement oversight.
  • Plan, budget, scope, bid and propose new projects based on FMS’s business plan.
  • Manage vendors and consultants/contractors, enforce contractual obligations and service levels.
  • Work closely with finance and procurement stakeholders to facilitate funding approvals, resource planning, and vendor engagement in support of project delivery
  • Coordinate with terminal operations for scheduling/executing the work.
  • Develop capital initiatives supported by business case(s) and provide support to the project and facility teams in annual budget planning, contribute to zero or near-zero emission transition from infrastructure requirements aspects.
  • Perform or oversee other related duties as assigned.
  • Responsible for FMS’s high voltage power systems, energy storage system, solar panels, EV vehicle chargers preventive maintenance and repairs as well as being the point of contact for the utility agencies (i.e LADWP).
  • Manage infrastructure maintenance and repairs (underground utilities, electrical, planned/unplanned paving repairs, truck scales, etc.).
  • Investigate and implement long-term cost savings solutions to maximize profitability of the terminal.

  • Proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, and Teams.
  • Experience with project management and design software, including Microsoft Planner (old Microsoft Project), Primavera P6, and AutoCAD are considered an asset.
  • TWIC Card: You will be required to apply for a TWIC (Transportation Worker’s Identification Credential) through the United States Department of Homeland Security (DHS) prior to your start date. Failure to receive DHS approval, acquire, or renew a TWIC card may result in the termination of employment.
Physical Working Conditions:
  • The ability to work in changing hot and cold climates based on weather conditions.
  • The ability to drive a terminal vehicle up to 20% of working hours.
  • The ability to lift 30 pounds.
  • The ability to lead, facilitate, and sustain productive meetings over extended periods.
This position outlines compensation for salary and benefits:
  • Participation in FMS’s benefit plans which include Medical, Dental, Vision and Life Insurance coverage for you and your eligible dependents, 401(k) plan with company match, as well as paid time off program (PTO) complying with and following FMS’PTO policy for managers.
  • Eligibility for an annual performance bonus to be paid February or March each year.
