Engineering and Construction Project Manager I, II, III or Senior
Job Description

Responsible for the strategic leadership and project management of transmission and generation capital projects including transmission lines, substations, new generation facilities and joint participation projects through the effective coordination of resources, both internal and external, to support the timely and efficient completion of system additions and modifications. Includes providing strategic leadership and direction on assigned projects and developing, maintaining and implementing project management processes, procedures and documentation.

Note: There is one position available, and this position will be filled at one of four job grade levels: Engineering and Construction Project Manager I; job grade 8; Engineering and Construction Project Manager II, job grade 9; Engineering and Construction Project Manager III; job grade 10 or Senior Engineering and Construction Project Manager, job grade 11. This decision will be based on the qualifications and experience of the selected candidate and Tri‑State business needs at the time of hire.

Senior Engineering and Construction Project Manager

Hiring Salary Range: $122,000-$171,000

Engineering and Construction Project Manager III

Hiring Salary Range: $109,000-$152,000

Engineering and Construction Project Manager II

Hiring Salary Range: $98,000-$136,000

Engineering and Construction Project Manager I

Hiring Salary Range: $88,000-$122,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education and/or skill level.

Responsibilities
  • Provide strategic leadership and direction on assigned projects, identify risk components and recommend risk mitigation strategies.
  • Develop, maintain and implement project management processes, procedures and documentation for budget and execution of transmission and generation capital projects in support of the Engineering and Construction Project Management Office.
  • Assemble and lead project resource teams assigned to support projects and represent Engineering and Construction at project meetings.
  • Provide documented scope, schedule, deliverables, resource needs and budget estimates for each project assigned.
  • Support the development of project contracts or agreements and assure compliance to the terms and conditions through the construction and capitalization of the transmission and generation assets.
  • Provide periodic progress reports to management including project metrics, milestones, scope changes, budget analysis, schedule updates.
  • Utilize project metrics and team input to analyze project performance and provide actions to support successful completion of the project.
  • Coordinate and track the submittal of required Sarbanes-Oxley, National Environmental Policy Act (NEPA) documentation and approvals for transmission projects.
  • Initiate and monitor appropriate cost accounting, invoicing, cash flow forecasting, and close-out of capital projects.
  • Responsible for communicating with all project stakeholders and participants providing timely responses to information and documentation needs.
  • Provide Project Management data to the capital cost database for use in preparing detailed project estimates, variance reporting and budgets.
  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.
  • Because Tri‑State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.
Qualifications

Education and Training

  • Bachelor’s degree in Engineering, Project Management, or related discipline preferred, or equivalent combination of experience and education.

Knowledge, Skills, and Ability

  • Knowledge of transmission facilities, generation facilities, functions, and typical applications.
  • Knowledge of MS Project, Primavera, Unifier or other project management software applications.
  • General knowledge of transmission system planning, environmental compliance, permitting, engineering, operations, contracting and construction disciplines as they apply to power transmission and generation projects.
  • Ability to establish and maintain effective working relationships both internal and external.
  • Ability to communicate effectively, both verbal and written.
  • Proficient with the Microsoft Office suite, advanced proficiency in MS Excel preferred.

Experience

  • Eight (8) or more years or more as project engineer or project manager on increasingly complex projects, preferably for electric transmission or generation capital projects.
  • Experience and knowledge of project management techniques as applied to electric transmission and generation projects.

Other

  • Willingness to travel as required. (Must possess a valid driver’s license.

DESIRED JOB QUALIFICATIONS

  • Working knowledge of interconnected power transmission systems and electric utility industry standards, practices and regulations.
  • Knowledge of general requirements for funding of power transmission and generation capital additions and improvements.
  • Candidates from all backgrounds will be considered – emphasis will be given to those with a background in electric transmission and generation capital projects.

Note: The above requirements describe the experience and education qualifications for the Senior Engineering and Construction Project Manager. Those with less experience will be hired at the I, II or III job grade level.
