Salt Lake City Corporation seeks an Engineer VI – Right of Way Program Manager to lead the Development Services Division’s Right of Way efforts. You will coordinate with internal teams and external stakeholders, guiding reviews and permitting of city road projects while ensuring compliance with standards and public policy.

The role requires a registered professional engineer with extensive civil engineering and program management experience, capable of developing resources, budgets and timelines

Qualifications

• Bachelor's degree in Civil Engineering or equivalent; 10 years civil engineering experience.
• Six years of supervisory experience over staff.
• PE license from Utah; if out-of-state, must become PE in Utah within six months.
• Valid driver's license or driving privilege card.
• Ability to use computers, prepare/ present complex reports and publish articles in engineering publications.
• Membership in ASCE or equivalent professional organization.

Position Title: Engineer VI – Right of Way Program Manager

Job Description: As a registered professional engineer, plans, supervises and manages major projects and programs. Has full technical responsibility for interpreting, organizing, executing and coordinating assignments. This is highly technical management work requiring extensive civil engineering and program coordination experience.

About the Position

This position will serve as the Right of Way Program Manager for SLCDPU’s Development Services Division.

Key responsibilities include managing the Right of Way Program team, coordinating with internal teams (Development Services, Development Review, CIP), leading review and permitting of projects led by external stakeholders in the public right of way (City roadway reconstruction projects, private development dedicating public roadways, dry utilities in the public right of way, etc.), liaising with intergovernmental coordination with partner agencies inside and outside of Salt Lake City, developing program level resources and process, and other duties, as assigned.

About the Team

The Development Services Division provides several integral services to the public, including construction review and permitting and standards/policy development. Permit specialists, engineers, and planners work side by side to ensure all federal, state, and city regulations are met for water, sewer, storm drain, and street lighting throughout Salt Lake City.

Development Services is a front facing office that interacts daily with residents, property owners, developers, contractors, engineers, and various Department and City personnel. Our team prioritizes these personal interactions and strives to provide exemplary customer service to whoever is in need of assistance.

The work completed by Development Services varies vastly from customer to customer, but contributes to positive change for our community. From helping a homeowner that wants to improve their family home to assisting in providing affordable housing opportunities and increased amenities for our growing City, we support the individual applicant with their specific needs.

Position Salary Range

$110,618.10 - $129,054.45

Key Responsibilities

• Assigns work of subordinate technical staff.


• Resolves personnel problems and hires and fires.


• Hires consultants and approves their assignments and pay requests.


• Specifies project parameters.


• Manages, reviews and creates concepts for extensive projects or programs, and evaluates progress of staff and results.


• Recommends changes to achieve overall objective.


• Reviews complex plans and assures complete designs follow standards as set by Salt Lake City, various codes or standard engineering practices and principles.


• Develops and is responsible for project scopes, projects or program budgets, time scheduling and phasing to interface with fiscal abilities and municipal needs.


• Develops funding sources from other agencies.


• Has authority to initiate contract change orders for departmental approval.


• Approves reports of work done and project status.


• Approves or prepares complex project documents and engineering studies.


• Monitors and complies with bidding procedures, and meets periodically with departmental staff to review project status.


• Manages, reviews and supervises all project activities.


• Represents Salt Lake City Corporation on various ad-hoc committees or statutory boards as engineering designate.


• Maintains liaison with officials from City departments and management personnel from other government agencies.


• May direct day-to-day activities for support programs such as engineering records management, permit issuance and inspections, subdivision approval and inspections, traffic control device implementation and maintenance, or Geographic Information Systems and associated engineering computer software and hardware.


• Serves on general design and project review committees, and suggests projects for development.


• Develops engineering project policies and procedures.


• Develops and supervises infrastructure improvements projects for public facilities from needs assessments, through project construction and operation.


• Performs other duties as appropriate.

Minimum Qualifications

• Possession of a Bachelor of Science degree in Civil Engineering or related engineering equivalent from a fully accredited college or university, and ten years paid work experience performing civil engineering duties, including planning, design, construction, operation and maintenance of infrastructure.


• Requires six years’ supervisory experience over subordinate personnel.


• Post-graduate engineering education may be substituted for up to one year of required experience.


• Possession of a professional engineers license from the State of Utah.


• Out of state applicants who possess a PE License must become a PE in the State of Utah within six months of employment.


• Possession of a valid driver’s license or driving privilege card.


• Ability to use computers, prepare and present complex reports, and publish articles in a nationally recognized engineering, public works or management publication.


• Membership in the American Society of Civil Engineers, or an equivalent professional organization.

WORKING CONDITIONS

Moderate physical activity. Required to push, pull or lift medium weights up to 50 pounds. Uncomfortable working positions such as stooping, crouching and bending. May have a few disagreeable elements such as appearance of workplace, poor ventilation of uneven temperature. Continual exposure to stress as a result of human behavior.
