Job summary

State of Delaware seeks an Engineer V in the Development Coordination Section to lead, mentor, and supervise a small team of engineers. The role ensures plans are prepared per standards and coordinates with local land-use agencies to maintain a predictable approval environment for developers and citizens.

Applicants must hold a valid Delaware PE license (or equivalent) and have at least five years in engineering across multiple disciplines and three years in project management, including

  • Possession of a valid Delaware Professional Engineering License OR Valid PE license from another state/Canada.
  • At least five years experience in engineering across listed disciplines: Chemical, Electrical, Civil, Construction, Environmental, Industrial, Mechanical, Agricultural, Material Science.
  • Three years experience in engineering project management including planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of projects.
  • One year experience in the specialized engineering section.

Responsibilities

  • Coordinate land-use proposals and maintain a predictable process for developers and citizens.

Summary Statement

This position is responsible for ensuring that subdivision and entrance plans are prepared in accordance with the Department's Manuals and Standards, in the interest of delivering excellent customer service within the Development Coordination Section. This management level engineering position is responsible for training, mentoring, and supervising a small team of engineers. This position will also work with local land use agencies to maintain a predictable process approval environment for developers and citizens, coordinate land-use proposals and issue plan approvals

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  • At least five years experience in one or more of the discipline(s) of engineering shown below. Chemical Engineering Electrical Engineering Civil Engineering Construction Engineering Environmental Engineering Industrial Engineering Mechanical Engineering Agricultural Engineering Material Science Engineering
  • Three years experience in engineering project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering projects.
  • One year experience (in the specialized engineering section).
