Job description

Primary purpose: Support Kinder Morgan’s Pipeline Safety Program, supporting either the Natural Gas, Products Pipeline, or Terminals Business Units, to ensure compliance with federal, state, and provincial pipeline safety regulatory requirements in the United States and Canada.

Essential Duties and Responsibilities

• Review proposed federal and state/provincial pipeline safety legislation and regulations and provide feedback to management on impact.
• Assess new regulations against existing Business Unit standards and procedures to determine compliance.
• Recommend procedural changes through the MOC/ADC process to remain in compliance.
• Conduct annual Business Unit procedure review.
• Coordinate and participate in U.S. DOT, Canada Energy Regulator (CER), and applicable state/provincial audits.
• Coordinate written responses required after any agency audit.
• Assist in collecting and reviewing data for KM’s annual report filings to federal and state/provincial programs.
• Participate in Business Unit Emergency Release Line (ERL) Team – on call 24/7 on a rotating schedule.
• Act as liaison during Business Unit Emergency Response with federal and state/provincial agencies.
• Participate in Root Cause Analysis and investigations related to pipeline incidents as required.
• Collect and review data and submit incident/accident reports to DOT, CER, Chemical Safety Board (CSB), and other programs.
• Ensure the Business Unit’s incident tracking system aligns with PHMSA Accident Report.
• Participate in Regional Abnormal Operations/Accident Review Committee.
• Compile data and conduct statistical analysis for internal and external reporting with industry groups (INGAA, API, etc.).
• Attend and/or participate in industry and pipeline safety seminars.
• Perform other duties as assigned.

Position Requirements

Minimum requirements.

Education

• Bachelor’s degree required; degree in engineering preferred.
• Bachelor’s degree in other disciplines plus 7 years of direct DOT Pipeline Safety regulatory compliance experience (including inspections and regulation interpretation) considered in lieu of an engineering degree.

Experience and Knowledge

• Good verbal and written communication skills; ability to interact with all organizational levels.
• Professional handling of confidential and sensitive information.
• Self‑motivated with minimal direct supervision.
• Capacity to manage multiple tasks simultaneously under strict deadlines.
• Strong organizational and time‑management skills.
• Intermediate to excellent proficiency in PowerPoint, Outlook, Word, Excel.

Certifications, Licenses, Registrations

• Valid driver’s license with satisfactory record.
• Current and valid passport for international travel.

The job level will be commensurate with pipeline safety regulatory experience and degree.

Physical Demands

Work in appropriate personal protective equipment (PPE) in both hot and cold climates.

Preferred Qualifications

• Experience with U.S. DOT – 49 CFR Parts 192, 195, and applicable state regulations.
• Experience with Canada Energy Regulator’s (CER) Pipeline Safety Act, Onshore Pipeline Regulations, and CSA Z662.
• Direct work with government regulatory agencies.
• Knowledge of Management of Change Processes.
• Knowledge of Pipeline Safety Management Systems.
• Knowledge of industry standards such as API, ASME, NACE, NFPA, CSA.

Location

Kinder Morgan’s Houston headquarters, downtown Houston.

Work Schedule

• Hybrid schedule: office Monday–Wednesday, remote Thursday–Friday.
• Willingness to work extended hours on short notice and occasional weekends.
• Must carry a Company‑provided cell phone and be available 24/7.

Travel

• Up to 50% travel within the United States and Canada, often on short notice.
• Travel by airplane or car as needed.
• Occasional travel on Saturdays or Sundays as required.
