Job description

The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high-quality drinking water per day to 9 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.

This position is under the jurisdiction of the Bureau of Water and Sewer Operations (BWSO), which oversees the operation, maintenance, and protection of New York City’s drinking water distribution, wastewater and stormwater collection systems, as well as the preservation of adjacent waterways and natural drainage (wetlands). Additionally, the Bureau is responsible for the development of the Department’s Capital Water and Sewer Infrastructure Program.

BWSO is currently seeking a Civil Engineer II to serve as Engineer-in-Charge of our Bluebelt section within our Capital Program Management group. DEP’s Bluebelt Program takes an innovative approach to stormwater management. Bluebelts are a series of ecologically rich stormwater best management practices that work with traditional gray infrastructure. They incorporate natural and engineered water features such as streams, ponds, and wetlands to convey, store, filter and attenuate stormwater to prevent and alleviate flooding. Co-benefits of Bluebelts include open spaces with native vegetation that reduce runoff, pollution and provide wildlife habitat. DEP has developed a successful Bluebelt Program in Staten Island and is currently expanding this program citywide.

In this role, the selected candidate will lead the Bluebelt team and oversee staff and stormwater engineering studies, develop Bluebelt Best Management Practice (BMP) concepts and review BMP design and construction documentation.

Job functions
  • Oversee and manage teams leading stormwater engineering studies and analysis and design conceptual and preliminary plans for Bluebelt Best Management Practices (BMPs). This involves researching history of prospective BMP locations to determine future best use, performing preliminary hydraulic modeling using spreadsheet or computer-based models; developing preliminary Bluebelt designs and feasibility studies; and developing associated storm sewer networks for Bluebelt feasibility sites.
  • Prepare Budget and schedules for capital plan for Bluebelt Projects.
  • Oversee team's contract management, including being responsible for team's timely review of invoicing and billing of consultant contracts.
  • Lead planning and design of Bluebelt BMPs. This involves reviewing Bluebelt and other drainage designs and as-built drawings to ensure consistency with stormwater goals; and developing familiarity with DEP and Bluebelt design standards and specifications as well as other design standards such as NYC Parks, NYC Dept of Transportation and Americans with Disabilities Act.
  • Oversee and train staff conducting field inspections and investigations for feasibility and construction projects, collect data and prepares summary reports.
  • Lead and manage team's public and stakeholder engagement with city agencies, contractors, consultants, utilities, and citizens groups in matters related to Bluebelt planning and construction.
Preferred Skills

Required skills include strong organizational (including electronic project tracking abilities), communication (both oral and written) large project delivery (all aspects including budgeting and technical), and excellent managerial skills (planning, coordination, and supervision). Preference is given to candidates who have a proven history of delivering projects from planning to construction.

CIVIL ENGINEER - 20215

Minimum Qualifications
  • (1) Four (4) years of full-time, satisfactory experience in civil engineering work; and
  • (2) A valid New York State Professional Engineer's License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in '1' above.

Special Note: In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
