Job Summary :Entry to mid-levelprofessional workprimarilyreviewing environmentalresourcepermit applications andproviding support for thecomplianceteam through complianceinvestigations, inspections,and enforcement projects.

Job duties:

  • Reviews the engineeringportionof simple to moderately complexapplications for Environmental Resource Permits. Responsibilities include review of construction plans/drawings, calculations, data, legal documents, and hydrologic modeling to determine if projects meet the District criteria for water quality and flood protection; preparing technical staff reports and letters; conducting pre-application meetings including meeting to assist consultants in developing and completing their application through the design review process; coordinating the review of projects with other review team members and supervisors, as necessary; documenting project actions, activities, and pertinent information.
  • Reviews the engineeringportionofsimple to moderatelycomplex compliance and enforcement projects, to evaluate conformance with District rules and issued permits. Responsibilities include conducting periodic site inspections during and upon completion of project construction/implementation to monitor system conditions; evaluating compliance submittals; reviewing and evaluating monitoring reports; responding to complaints and public information requests pertaining to rule violations; facilitating resolutions to non-compliance issues; performing permit determinations; writing technical reports and enforcement actions; reviewing legal documents and coordinating with legal staff; coordinating with other compliance team members and supervisors, as necessary; documenting compliance actions, activities and pertinent information; communicating regularly with the supervisor and compliance coordinator on compliance matters of heightened concern.

Minimum Qualifications :

Engineer I – requires a bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural,water resource engineeringor closely related field.

Engineer II– requires a bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural,water resource engineeringor closely related field, and two years engineering experiencedirectly relatedto the field in which the position is assigned.

An advanced degree may substitute for aportionof the required experience.

Physical Requirements/Working Environment:

Mostlyin anofficeenvironment,sittingat a desk andoperatinga personal computer to produce work products with some field visits asrequired.

Periodic field visits:

The applicantmust havetheabilityto endure outdoor environments in uncomfortable temperatures, inclement weather, and remote locations.

Licenses:

Valid State of Florida Driver’s License.

StartingSalary Range:

Engineer I -$61,318.40 - $76,648.00

Engineer II - $65,603.20 - $82,014.40

Starting salary is based on qualifications and experience.
