Job summary

The Santa Clara Valley Transportation Authority is seeking a Foreperson-LRT to supervise light rail vehicle maintenance on a dedicated shift. You will guide mechanical and service staff, assign tasks, and ensure repairs meet standards while maintaining records and logs.

Applicants should have a high school diploma with 4 years of rail transit maintenance experience or completion of VTA electro-mechanic training. A valid driver’s license and readiness for safety testing are required.

Responsibilities

  • Provide supervision, direction, and instruction to mechanical and service personnel.

  • Coordinate with parts room and manage re-railing/loading of equipment.

Definition Under general supervision, the Foreperson-LRT supervises, coordinates, and performs light rail vehicle and support vehicle maintenance, repair, inspection and testing on a shift.

Essential Job Functions

Job Responsibilities:

  • Assists the supervisor by providing immediate supervision, technical guidance, and instruction to mechanical and service personnel;
  • Distributes work assignments and follows up to ensure timely and proper completion in accordance with established standards and procedures;
  • Reports work progress and problems which will impair progress;
  • Ensures proper completion, utilization, and maintenance of work orders, activity logs, and other records;
  • Supervises preventive maintenance work and quality assurance inspections;
  • Coordinates with the parts room;
  • Supervises and assists in the re-railing and loading of equipment;
  • Assures adherence to procedures, standards, safe work practices, and the tool control program;
  • Monitors the condition of fixed assets and recommends repair when needed;
  • Recommends procurement of supplies and fixed assets;
  • Prepares written reports, documents defects and repairs on inspection forms, work orders, or designated computer programs;
  • Operates a computer for related data input and retrieval;
  • Performs skilled mechanical work;
  • Assesses employee compliance with VTA rules, regulations, and work standards;
  • Reports employees attendance and other irregularities to management;
  • Participates in disciplinary proceedings on behalf of management;
  • Performs all tasks assigned to an Electro-Mechanic;
  • Performs related work as required.
Minimum Qualifications

Qualifications and Experience:

Training and experience equivalent to a high school diploma and four (4) years of experience in the maintenance and repair of electrically powered rail transit vehicles; demonstrated ability to supervise a light rail vehicle maintenance work force.

OR

Successful completion of VTA's light rail electro-mechanic training; one year of experience as an Electro-Mechanic with the Santa Clara Valley Transportation Authority and demonstrated or potential ability to supervise a light rail vehicle maintenance work force.

Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class B license with passenger (P) endorsement and a maintenance LRV operator certification.

Must be available to work weekends, holidays, and odd and unusual hours.

  • In accordance with Department of Transportation (DOT) requirements, all job applicants selected for appointment to this safety-sensitive position are subject to pre-employment drug testing. A final job applicant will be tested for seven prohibited drugs (and their metabolites): Cocaine, PCP, Amphetamines, Marijuana, Opiates, Ecstasy and Heroin. During employment, employees holding safety-sensitive positions are subject to random, reasonable suspicion, post accident, return-to-duty, and follow-up drug and alcohol testing.
  • In accordance with Federal Regulation 49 CFR Part 40.25, VTA is required to obtain all information regarding any positive drug test results, any alcohol test results of .04 or above, any refusal to test, and any records of evaluation and/or treatment resulting from such tests from current, previous, and potential employers for the past two years.
Knowledge Of
  • AC/DC electrical systems;
  • Electronic control circuitry;
  • Heating, lighting, air conditioning, pantographs and their protective circuitry, traction motors, air brake systems, power truck overhaul, wheel truing, and related systems;
  • Operating and preventive maintenance requirements of electrical transit vehicles, machinery, tools and equipment;
  • General shop safety procedures;
  • Testing and inspection methods.
Ability To
  • Supervise, train and coordinate the work of vehicle maintenance workers;
  • Meet established deadlines;
  • Analyze malfunctions in electrical transit equipment and determine repair requirements;
  • Make time and material cost estimates and keep accurate records;
  • Implement preventive maintenance and safety inspection procedures;
  • Use test and shop equipment and tools;
  • Effectively read, understand and use technical information found in repair manuals, service change bulletins, and applicable technical documents, including parts and supply manuals;
  • Perform all tasks normally assigned to an Electro-Mechanic and all classifications assigned under them;
  • Learn and stay current on all new technologies introduced into the transit industries as it relates to light rail vehicle maintenance;
  • Give oral and written instructions;
  • Prepare written reports, document defects and repairs on inspection forms, work orders, or designated computer programs;
  • Perform computer-related functions that allow for data input and retrieval;
  • Establish and maintain cooperative working relationships with those contacted in the course of business.
  • Evaluate employees' adherence to VTA rules and regulations and to report irregularities to management.

A credit union and deferred compensation are also available to employees at their option.

VTA also contributes to the Public Employees Retirement System for the 2% at 55 Plan and pays the employee’s regular contribution of approximately 7%. The 7% contribution can be refunded to an employee who resigns prior to retirement.

Social Security taxes will be deducted from each employee’s bi-weekly salary.
