Job summary

ECC seeks an Engineer I to support environmental and construction projects on Guam. You will assist in planning, coordinating, and implementing engineering services to meet company standards, regulatory criteria, and contract obligations.

The position requires collaboration with project teams to ensure safety, quality, and timely delivery. The role involves reviewing plans, coordinating field activities, tracking RFIs and submittals, managing procurement, and supporting project control efforts

Qualifications

  • Bachelor's degree in Construction Management or Civil Engineering required.
  • Experience reading plans, specifications, and contract documents.
  • Strong knowledge of OSHA safety requirements and quality control processes.
  • Excellent organizational and written/verbal communication skills.
  • Proficient with MS Office; familiar with construction management software.

Job description

ECC is seeking candidates for an Engineer I position. This office and field position is primarily responsible for helping plan, select, coordinate and implement scientific and engineering services to fully address the scope of work on environmental and/or construction projects in accordance with Company standards, regulatory criteria, and contractual obligations. In this position, you will:

  • Support daily field operations to ensure work is executed safely, efficiently, and in accordance with contract documents, project schedules, and quality requirements.
  • Review and interpret plans, specifications, shop drawings, and contract documents to support construction activities and resolve field issues.
  • Coordinate and monitor work performed by subcontractors, suppliers, and field personnel to maintain project progress and productivity goals.
  • Track and manage project RFIs, submittals, change requests, permits, and other construction-related documentation.
  • Conduct routine field walks and inspections to verify compliance with project requirements, quality standards, safety expectations, and approved construction methods.
  • Assist in developing and maintaining project schedules, short-interval plans, and look-ahead schedules in coordination with project management and field supervision.
  • Support cost control efforts through quantity tracking, productivity monitoring, budget reporting, and change management processes.
  • Coordinate material procurement, delivery schedules, equipment needs, and inventory to support uninterrupted field operations.
  • Maintain accurate project records, including daily reports, meeting minutes, inspection reports, photographs, field observations, and as-built documentation.
  • Participate in owner, subcontractor, and project coordination meetings; document action items and follow up to ensure timely resolution.
  • Verify quantities completed, assist with subcontractor invoice reviews, and support project forecasting and reporting efforts.
  • Assist with project closeout activities, including punch list management, turnover documentation, warranties, training materials, and final record drawings.
  • Support implementation of project safety, environmental, and quality control programs in accordance with company policy and regulatory requirements.
  • Collaborate with project managers, superintendents, owners, architects, engineers, and government representatives to address construction challenges and maintain project objectives.
  • Perform additional project engineering, quality, procurement, project controls, and field coordination duties as assigned.
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position
Requirements
  • Knowledge of construction means and methods, contract documents, project scheduling, and field execution practices.
  • Ability to read, interpret, and apply construction drawings, specifications, submittals, and project plans.
  • Understanding of construction safety requirements, OSHA standards, quality control procedures, and applicable building codes.
  • Strong organizational skills with the ability to manage multiple priorities in a fast-paced construction environment.
  • Ability to identify issues, evaluate alternatives, and implement practical field-based solutions.
  • Effective written and verbal communication skills with the ability to coordinate activities among diverse project stakeholders.
  • Proficiency with Microsoft Office Suite and familiarity with construction management software such as Procore, Primavera P6, Microsoft Project, Bluebeam, or similar platforms.
  • Ability to work independently while contributing effectively as part of a project team.
  • Experience coordinating subcontractors, suppliers, and project stakeholders is preferred.
  • Willingness and ability to work full-time at project sites, including travel or relocation as required by project needs.
  • Bachelor's degree in Construction Management, Construction Engineering, Civil Engineering, Engineering, or a related field; equivalent combinations of education and experience may be considered.
Preferred Qualifications
  • Prior internship, co-op, or professional experience supporting commercial, industrial, environmental, heavy civil, or federal construction projects.
  • Working knowledge of construction management software such as Procore, Bluebeam, Primavera P6, Microsoft Project, Autodesk Construction Cloud, or similar platforms.
  • Relevant construction training or certifications in safety, quality control, scheduling, project controls, or contract administration (e.g., OSHA 30, CQM-C, EM 385-1-1).

ECC targeted salary range for Guam is $62,000 to $74,000 annually. Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
