JOB TITLE: CIVIL ENGINEER I

ENGINEERING DIVISION

ENGINEERING/PUBLIC WORKS DEPARTMENT

GENERAL STATEMENT OF JOB

Under limited supervision, performs professional engineering work in the design, management, and inspection of construction projects for the City of North Augusta. Exercises sound judgment in situations that could otherwise result in property damage and/or life-threatening situations. Reports to the Director of Engineering and Public Works.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this position title. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.

Prepares engineering designs, calculations and drawings of water supply, sanitary sewer, storm drainage systems, roadways, parks, and recreation facilities.

Conducts in-depth engineering analysis for the City; makes recommendations for future utilities/public works projects; conducts surveys.

Reviews plans and specifications for proposed construction, including proposed subdivisions, commercial sites, etc. as needed.

Performs contract administration for City construction projects.

Verifies DES submittals for new subdivisions; prepares DES and SCDOT permit applications and supporting documentation for City projects as needed.

Advises and coordinates with engineers, surveyors, developers, contractors, and municipal leaders regarding the planning and development of projects.

Provides engineering assistance to administrative personnel as required.

Maintains City water, sanitary sewer, storm sewer, street maps, and master plans.

Prepares special reports for presentation by directors, special committees, the City Administrator, and other representatives of the City.

Receives and responds to inquiries, requests for assistance, concerns, and complaints regarding engineering projects.

Keeps abreast of trends and issues in engineering by reading professional and technical publications and attending training, conferences, workshops, professional meetings, etc.

Receives and reviews various records and reports including plans, specifications, easements documents, development plans, budget documents, building statements, bid proposals, permit applications, etc.

Prepares a variety of documents including but not limited to technical reports, plans, specifications, cost estimates, schedules, maps, spreadsheets, permit applications, and various other records, reports, memos, and correspondences.

Refers policy and procedure manuals, computer manuals, safety manual, architectural and engineering drawings, master plans, plats, maps, codes, ordinances, specifications, etc.

Operates a vehicle and a variety of equipment such as a computer, GPS/GIS equipment, calculator, telephone, copier, scanner, plotter, surveying equipment, camera, meters, etc.

Uses computers and clerical supplies, drafting instruments, measuring devices, survey tools, etc.

Prepares and negotiates easements for public improvements within private properties.

Interacts and communicates with various groups and individuals such as Director of Engineering and Public Works, municipal leaders, contractors, engineers/surveyors, developers, Department of Transportation and DES, and the general public.

ESSENTIAL SAFETY FUNCTIONS

It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injury or illnesses.

MINIMUM TRAINING AND EXPERIENCE

Requires a bachelor’s degree in Civil Engineering supplemented by zero to three years of experience in civil engineering design, construction engineering, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must possess certification as an Engineer in Training, or the ability to obtain within 6 months. Must have a valid driver’s license.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

Physical Requirements: Tasks involve the ability to exert moderate, though not constant, physical effort, typically involving some combination of climbing, balancing, stooping, kneeling, crouching and crawling, and the lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 40 pounds).
