Job summary

LyondellBasell in Victoria, TX is hiring an Environmental Engineer to ensure compliance with federal, state, and local environmental regulations. The role covers air emissions, water systems, and waste management, working closely with operations, maintenance, and regulatory agencies to maintain permits and improve performance.

You will own environmental programs, lead permit activities (NSR, Title V), prepare reports, mentor staff, and drive continuous improvement across the South Texas Polymer

Qualifications

• Bachelor’s degree in Environmental Engineering, Environmental Science, or related field.
• Minimum of 4 years’ environmental experience in refining or petrochemical facilities.
• Experience with air, water, and waste regulatory requirements.
• Experience managing Texas environmental permits from application through issuance.
• Experience working with regulatory agencies and representing a company during inspections.
• Strong communication and documentation skills.

The Environmental Engineer is responsible for ensuring compliance with federal, state, and local environmental regulations and permit requirements. This role supports environmental programs at the LyondellBasell Victoria, TX site related to air emissions, water systems, and waste management. The position works closely with operations, engineering, maintenance, management, corporate environmental teams, and regulatory agencies to maintain compliance and improve environmental performance.

A Day in the Life

• Maintain ownership of environmental programs.
• Serve as the site's environmental subject matter expert.
• Interact with plant personnel to ensure a consistent understanding of regulatory requirements.
• Interpret and communicate environmental regulations and permit requirements.
• Serve as the primary contact during environmental inspections and regulatory interactions.
• Prepare and submit required environmental reports to regulatory agencies.
• Develop, maintain, and improve environmental management systems.
• Maintain accurate environmental records, reports, calculations, and agency correspondence.
• Support and mentor personnel involved in the site's Operation Clean Sweep program.
• Collaborate with environmental teams across the three South Texas Polymer sites to align best practices and processes.
• Must be able to multi-task and manage multiple HSES requests on day-to-day activity.
• Maintain Air Permits and regulatory compliance for site – this includes at a minimum:
  • Responsible for preparing and submitting amendments, renewals and alterations to NSR and Title V permits.
  • Responsible for submittal of Permit By Rule Registrations and Standard Permit Applications.
  • Ability to manage consultants for outsourced permit steps (i.e., ambient air dispersion modeling). Work to obtain permits with maximum operating flexibility that accurately reflect unit operating constraints.
  • Works with Operations and Technical Engineers to ensure the new permit conditions are acceptable to operating units and necessary systems are set up to comply with any new permit conditions.
  • Use of site Change Management process for documenting changes in permits, regulation and systems required for regulatory compliance.
• Lead the site efforts to be in compliance with MON RTR requirements.
• Identify and implement projects that improve environmental performance.
• Review environmental performance data and drive continuous improvement initiatives.
• Serves in On-Call rotation for HSES needs during non-business hours.
• Present HSES topics to new employees and others as needed.

You Bring This Value

• Bachelor's degree in Environmental Engineering, Environmental Science, or a related Engineering discipline.
• Minimum of 4 years relevant environmental experience in refining or petrochemical facility is required.
• Experience with air, water, and waste regulatory requirements.
• Experience managing Texas environmental permits from application through issuance.
• Experience working with regulatory agencies and representing a company during inspections and compliance matters.
• Must be able to effectively communicate permit progress to key stakeholders.
• Strong organizational and documentation skills.
• Strong written and oral communication skills with the ability to effectively communicate at all levels of the organization.
• Demonstrated experience representing a company to regulatory agencies.
• Working knowledge of petrochemical processes, chemistry, and industrial equipment.
• Proficient in Microsoft Office applications, especially Excel.
• Must be able to work as part of a team.
• Provide great customer service to internal and external customers.
• Occasional travel to Austin, TX may be required for meeting with Texas regulatory agency.
