Job summary

The Nuclear Fleet Licensing group at Dominion Energy seeks engineers at multiple levels (Engineer, Senior Engineer, Staff Engineer, or Engineering Technical Specialist I–III) to support licensing actions for Capital Projects. The role requires coordinating with the NRC, developing licensing strategies, and providing expert guidance across departments to ensure timely, compliant approvals.

Ideal candidates have strong communications, leadership capabilities, and a solid foundation in engineering

Job Summary

The Nuclear Fleet Licensing department is seeking to fill an Engineer/Senior Engineer/Staff Engineer or Engineering Technical Specialist I, II or III.

This position focuses on licensing actions to support Capital Projects and provides expert support, direction, and advice on active and emerging regulatory issues regarding the assigned plant or project. The incumbent in this position must be able to work independently yet develop NBU consensus positions on complex inter‑departmental licensing issues. The individual must possess solid communication skills (both written and oral) as the position coordinates offsite NRC communication, correspondence and Technical Specification reviews that originate or must be approved at corporate. The position is the primary interface with the applicable NRC Project Management and coordinates development and communication of NBU licensing priorities with the NRC. There is one position that will be filled at the level commensurate with the successful candidate's education, experience, knowledge, skills, and abilities.

Job Responsibilities
  • Provide interface with NRC through NRC Project Management, including primary point of contact and lead communication interface for information requests by the NRC.
  • Develop licensing strategy and manage significant licensing actions such as License Amendment Requests, ASME Code Relief Requests, etc.
  • Develop/Coordinate applicable NRC correspondence and Technical Specification reviews at corporate.
  • Develop and communicate licensing priorities internally and externally.
  • Manage priorities with NRC PM to facilitate timely approval of licensing actions.
  • Keep management informed of emerging issues and progress on high priority initiatives.
  • Coordinate and manage telephone conference calls between the NRC and other NBU departments.
  • Provide day‑to‑day licensing support to station and other departments as applicable.
  • Perform other duties as requested or assigned.
Knowledge, Skills, and Abilities
  • Full knowledge of engineering theories and principles.
  • Skilled in use of advanced techniques and modification and extension of theories, precepts and practices of the field and related sciences and disciplines.
  • Strong leadership skills with proven ability to serve as team project lead.
  • Provide guidance to less experienced engineers.
  • Strong oral and written communication skills (includes technical writing).
  • Strong personal computer skills.
  • Ability to think analytically and solve complex problems.
  • Ability to interpret codes, regulations, and practices.
  • In depth knowledge of various computer applications, with the ability to manipulate personal computer applications and perform engineering calculations using applicable software programs (e.g., Matlab, Excel, etc.)
  • Equally effective working independently or in team environment.
  • Proven decision‑making skills.
  • Ability to process information quickly and effectively manage multiple tasks.
  • Strong planning, organizational and project management skills.
  • In depth knowledge of NRC organization and regulations.
  • Nuclear licensing experience preferred.
Experience Requirements
  • 2+ years of relevant engineering experience (Engineer);
  • 5+ years of relevant engineering experience (Senior Engineer);
  • 8+ years of relevant engineering experience (Staff Engineer).
  • Engineering Technical Specialist II: 3+ years of relevant engineering work experience plus degree or additional equivalent experience
  • Engineering Technical Specialist III: 5+ years of relevant engineering work experience plus degree or additional equivalent experience
Required Engineering Criteria
  • Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or
  • Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or
  • Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post‑graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET‑accredited based on the year the Engineering program was accredited by ABET, or
  • Holds or has previously held a valid U.S. Professional Engineer license.

Note: Dominion Energy minimum experience and education requirements may exceed stated ANSI standards and candidates must meet the Dominion Energy minimum requirements.

For Nuclear employees, this ANSI standard must be met, all of which is met or exceeded in the Engineer series job summaries with the exception of the Nuclear Power experience requirement of at least 1 year:

ANSI/ANS-3.1-2014, Section 4.6.1 Education requirements: Baccalaureate or associate degree in engineering or related science. Minimum experience for the position: Related experience which shall include 2 years; Nuclear power plant experience to include 1 year.

Expected Hiring Base Salary Range:

  • Engineering Technical Specialist II - Pay Grade 39, Min $73,200 Mid $95,000
  • Engineering Technical Specialist III - Pay Grade 41, Min $ 90,900 Mid $118,100

The expected hiring base salary range is the range we anticipate hiring within for this position. The actual salary offered may vary based on factors such as the selected candidate’s qualifications, skills, experience, and work location.
