Center for Digital Governmtent seeks a senior engineer to plan, organize, and direct the capital programs of the Public Works Bureau of Engineering General Engineering Division. You will supervise a large staff and ensure projects meet schedules, budgets, and standards.

Position Description
Work involves responsibility for planning, organizing, and directing the capital programs and activities of the Public Works Department's Bureau of Engineering General Engineering Division. Work includes primary responsibility for assisting in administering the planning, development, and execution of the Division’s Capital Engineering Program. Employees in this class supervise, directly or through subordinate supervisors, employees of the Bureau's General Engineering Division.
Work is performed with considerable independence within established policies and procedures and is reviewed by the Chief Engineer through conferences and reports. The work includes implementing program goals, objectives, and activities; conducting construction plan reviews; conducting site investigations; and developing cost estimates for contracting projects.
Engage in planning, organizing, and directing the implementation of capital programs and activities of the general or technical engineering division.
Supervise directly or through subordinate supervisors a large-sized staff of professional, technical, and clerical employees engaged in Bureau activities; resolve complaints from the public, elected officials, builders, developers, and others concerning Bureau projects and County policies and procedures.
Participates in the design, preparation, and review of construction plans, site investigations, cost estimates, and other required contract submittals and documents; and develops recommendations to address appropriate changes.
Participants in the process of selecting consultants, project design, public outreach, construction, and post-construction activities.
Conducts field inspections of construction sites to monitor progress and ensure conformance to engineering plans, specifications, construction and safety standards.
Prepare and review the annual Bureau operating budget request and five-year Capital Program; conduct special projects such as updating the County's Engineering and Construction Standards and related studies.
Prepares detailed engineering reports and specifications that describe Capital Improvement Program (CIP) projects, requests for proposals (RFPs), and grant applications.
Attend meetings with developers, engineers, and other individuals and groups seeking County approval of their proposed projects; speak before various civic and related groups to explain and promote public works programs and projects.
Prepare or direct the preparation and maintenance of necessary records and reports. May be designated to act as Bureau Chief in the Chief Engineer's absence.
Perform related work as required.
Extensive knowledge of the modern methods and techniques of general engineering, and trends in the field.
Thorough knowledge of engineering principles and practices, federal and state laws and regulations of civil engineering, the design of public works projects, and other improvements.
Thorough knowledge of the principles and practices of personnel management.
Thorough knowledge of computer systems and operations, land development standards, regulations, and local requirements.
Thorough knowledge of the principles and practices of program and project management.
Skill in planning, organizing, and directing the programs and activities of a highly complex Public Works Engineering Bureau.
Skill in developing long-range engineering plans and to assist in making decisions on major policy and operational problems.
Ability to perform professional engineering duties involved in the design, development, and construction management of a variety of capital improvement projects.
Ability to evaluate the progress and efficiency of bureau programs and operations.
Ability to establish and maintain effective working relationships with county officials and employees, consultants, contractors and the public.
Ability to communicate effectively.
A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field.
Six (6) or more years of experience in several of the various specialized areas of engineering work, including four (4) or more years of management, supervisory, and administrative experience.
