The Louisiana Department of Transportation and Development (DOTD) is seeking an experienced Engineer 7 (Lab Engineer) in Hammond, LA to serve as the district's principal materials engineering authority and QA custodian. The role ensures compliance with federal and state standards and manages the District materials testing program.

Qualifications

Responsibilities

• Lead LABORATORY OPERATIONS MANAGEMENT, ensuring equipment safety and compliance.
• Oversee QUALITY ASSURANCE, INDEPENDENT ASSURANCE, and MATERIALS AUDITS.
• Provide MATERIALS DESIGN SUPPORT and TECHNICAL REVIEW for projects.
• Approve MIX DESIGNS and certify PRODUCER PLANTS as needed.
• Supervise maintenance materials sampling and CONTRACTED TESTING.

DOTD is seeking an experienced engineer to serve as the District's principal materials engineering authority and the District-level custodian of the Department's federally mandated quality assurance program under 23 CFR Part 637, Subpart B, ensuring that all materials and workmanship incorporated into Federal-aid highway construction projects on the National Highway System conform to the requirements of the approved plans and specifications, including approved changes. Organizes, directs, and manages the District-wide acceptance, verification, and Independent Assurance sampling and testing programs; administers the District materials laboratory as a qualified laboratory within the Department's FHWA-approved quality assurance program; and prepares the District materials documentation supporting the Department's project materials certification to the FHWA Division Administrator.

This role plays a critical part in advancing DOTD’s mission by supporting the development, delivery, maintenance, or improvement of transportation infrastructure by applying engineering principles, conducting technical analysis, coordinating projects, and conducting compliance-related reviews. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Professional license to practice engineering is required — training is provided with opportunities for career advancement.

This position is located in Hammond, Louisiana and reports to the ADA Engineering.

Possession of a current Louisiana license to practice professional engineering plus one of the following:

• Three years of licensed engineering experience; or
• Seven years of professional engineering experience.

Experience Substitutions

• A master's degree in engineering will substitute for one year of professional engineering experience.
• A doctorate degree in engineering will substitute for two years of professional engineering experience.
• Advanced degrees will substitute for a maximum of two years of professional engineering experience.
• There is no substitution for licensed engineering experience.

Notes

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Position-Specific Details

Compensation: This position has a Special Entrance Rate (SER) of $4,627.20/biweekly.

Additional compensation may be considered with extraordinary qualifications in accordance with State Civil Service Rules and DOTD policy.

Licensing Requirements: Must have a current Louisiana Professional Engineering License.

Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); lateral, or by detail to special duty.
