Job summary

The Minnesota Public Utilities Commission is hiring a Rates Analyst 3 who will provide policy, technical analysis and interpretation of complex gas and electric utility regulatory matters for the Commission. The opportunity is based at the Commission offices in St.

Paul, Minnesota and is not available for full-time remote work. The role requires onsite or in-person work for at least 50% of scheduled days each month, including travel and off-site meetings.

Qualifications

• Three (3) years of relevant work experience with electric and/or natural gas utility planning, modeling analysis or relevant experience in a regulatory setting.
• Thorough understanding of utility regulatory and energy planning concepts with strong written and oral communication skills to explain issues clearly and concisely.
• Experience writing formal reports for external distribution or briefings for decision makers.
• Demonstrated ability to independently analyze complex economic or regulatory information and exercise sound judgment in developing conclusions.
• Demonstrated ability to conduct research, investigations and to perform complex analyses of regulatory and policy issues.
• Ability to manage workload and multiple projects at one time.
• Proficiency with Microsoft Outlook, Word, Excel, and cloud applications.

Responsibilities

• Provide technical assistance to the Commission on complex gas and electric utility policy matters involving integrated resource planning, resource acquisition, etc.
• Evaluate and analyze complex miscellaneous rate, tariff, and service filings by utilities.
• Carry out miscellaneous technical projects relating to energy policy and/or rate regulation, as assigned by the Energy Planning Unit Supervisor.
