Responsibilities

  • Acts as Program Administrator for the San Manuel Fire Department Continuing Medical Education Provider program and develops community-based outreach education programs.
  • Coordinates EMS Quality Improvement activities, data collection, analysis, and training needs.
  • Monitors supplies and station inventory; manages EMS budgets and grants/ proposals.
  • Provides CPR and First Aid training; EMT-I and EMT-P instructor roles.
  • Investigates EMS performance issues; provides clinical supervision and reports to leadership.
  • Provides coaching and mentoring on EMS responsibilities and performance evaluations.
  • Assists in maintenance and care of training facilities and equipment.
  • Acts as Infection Control Officer and liaison with ICEMA/AMR/County EMS; provides medical oversight.
  • Attends conferences/trainings to enhance EMS management and ensures compliance with medication, narcotics, and devices.
  • Performs other duties to support department operations.

Job description

Under general supervision from the EMS Operations Manager, the Emergency Medical Services Coordinator develops and implements the emergency medical services program for the Fire and EMS Department. The candidate selected for this role is responsible for the development and implementation of the Tribal Emergency Medical Services educational program. These programs are intended to enhance the emergency preparedness and readiness of those who live and work on the reservation in areas such as disaster preparedness, first aid, CPR, Blood borne pathogens and performs other related work as required. These programs include presentations to Tribal citizens, employees, as well as educational outreach programs to local community groups and schools.
The Emergency Medical Services Coordinator champions the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribal Community’s vision, mission, and values.

Essential Duties & Responsibilities
  1. Acts as Program Administrator for the San Manuel Fire Department Continuing Medical Education Provider program. Develops and implements community based outreach education programs. Provides all required EMS training and in-services for the Fire Department. Coordinates and directs the Public Access Defibrillation Program. Provides courteous and expeditious customer service to the general public, San Manuel employees and Tribal Citizens.

  2. Coordinates EMS Quality Improvement (QI) activities of Fire Department personnel to include data collection and analysis, development of individual educational requirements, determinations on needs related to EMS professional development and/or remediation. Coordinates and facilitates the QI Committee activities. Implements and administers the departments QI plan, to include revisions and updates to the plan itself.

  3. Monitors adequate supplies in all units and station inventory and order supplies and equipment as needed and as planned for in the budget. Manages EMS-related budgets. Collaborates, develops, and manages grants/ grant proposals.

  4. Provides training in areas of CPR and First Aid. Acts as instructor for EMT-I, EMT-P skills. Acts as instructor for First aid and Blood borne pathogens.

  5. Investigates complaints and procedural or process concerns and directs the resolution of emergency medical performance issues; provides direct clinical supervision to monitor the delivery of pre-hospital medical services. Advice the Fire Chief, EMS Operations Manager, and Medical Director on EMS matters. Complete confidential reports and documentation on EMS care.

  6. Provide input as it relates to EMS responsibilities to periodic employee performance evaluations. Provides employee coaching and mentoring related to emergency medical services.

  7. Assists in the coordination of maintenance and care of training facilities and equipment.

  8. Acts as an Infection Control Officer and Ryan White “Designated Officer” and ensures compliance with EMS-related workplace safety requirements. Functions as a liaison with ICEMA, AMR, and San Bernardino County Fire Chiefs’ Association – EMS Officers Section. Provides medical oversight and supervision.

  9. Attends conferences and trainings that will enhance own ability to manage EMS matters and enhance the department’s ability to provide quality service. Ensures compliance with statutory and operational requirements for medication ordering, narcotics storage and accountability, and maintenance of medical devices.

  10. Performs other duties as assigned to support the efficient operation of the department.

Education/Experience/Qualifications
  • High School Diploma or GED equivalent required. Bachelors of Arts in EMS, Fire Science and/or related field preferred.
  • Minimum of five (5) years of experience in the field of Emergency Medical Services, with three (3) years as a paramedic required.
  • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational/experience requirements indicated above.
  • Must be at least 21 years of age.
Knowledge of:
  • Principals and practices of emergency medical care.
  • Safety practices and precautions pertaining to work.
  • English usage, spelling, grammar and punctuation.
  • Basic knowledge of computers.
  • Locations of streets, fire alarms, fire hydrants, public and local government buildings, and local hazards.
Ability to:
  • Read, understand, and author departmental policies, rules, regulations, instructions, and literature as it pertains to emergency medical care.
  • Learn emergency medical care procedures, techniques and duties.
  • Understand and carry out oral and written instructions and explain them to others.
  • Communicate clearly and concisely, both orally and in writing.

  • Operate a vehicle observing legal and defensive driving practices.
  • Conduct field observations or “ride-alongs.”
Certificates/Licenses/Registrations
  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.

REQUIRED:
  • EMT-P (must be valid in State of California) or Registered Nurse with EMS management experience (must be valid in the State of California)
  • Accredited EMT-P in the ICEMA region (within 90 days of employment)
  • Accredited EMT-P preceptor within the ICEMA region (within 1 year of employment)
  • Current American Heart Association CPR Instructor (within 1 year of employment)
  • Current American Heart Association BLS Healthcare provider certification
  • Accredited First Aid Instructor (within 1 year of employment)
  • Accredited ICEMA EMT-P Orientation Instructor (within 1 year of employment)
  • Advanced Cardiac Life Support (ACLS) Instructor (within 1 year of employment)
  • Current American Heart Association ACLS Provider certification
  • PALS/PEPP Instructor (within 1 year of employment)
  • Current PALS/PEPP Provider certification
  • Bloodborne Pathogens Instructor (within 1 year of employment)
  • Hazardous Materials First Responder Awareness (CSTI or equivalent)
  • ICS 100-Introduction to ICEMA
  • ICS 200-Basic ICEMA
  • ICS 300-Intermediate ICEMA (within 1 year of employment)
  • IS 700 NIMS: An Introduction
  • IS 800 The National Response Plan: An Introduction
PREFERRED:
  • California State Fire Marshal Instructor 1A/1B certification
  • BTLS/PHTLS Instructor
