General Statement Of Duties

This position coordinates the development, maintenance, and delivery of the Burke County employee wellness programs and the employee benefits package. This role ensures that programs are effective in promoting the long-term health and wellness of the employee population, the effective use of programs to control escalating employee health costs and the competitiveness of health benefits offered by the County. Work is performed under the general supervision of the Human Resources Director. Position requires approximately 40 hours of work per workweek.

Duties And Responsibilities

To successfully perform this position, an individual must be able to perform the following:

  • Develops, coordinates and administers employee wellness programs, trainings, and initiatives across the Burke County employee population.
  • Coordinates and leads the successful achievement of wellness events, including biometric screenings, health/benefits fairs, annual open enrollment, wellness days, etc.
  • Develops presentations and training programs and delivers material to staff and County leadership, in both small and large group settings. Presentations could include new hire orientation, employee education and training events, lunch and learns, annual benefits updates, leadership meetings, or Board of Commissioner’s meetings.
  • Analyzes wellness data from biometric screenings, claims reports, financial reports and other areas to recommend program improvements and implementations based on health data trends.
  • Develops and delivers effective targeted programs to staff based on trends in biometric data and healthcare claims history. Ensures programs are accessible to staff both in-person and virtually, collaborates with outside vendors/companies on program development, delivers regular internal communication related to programs, and ensures effective program attendance from staff.
  • Creates relationships with and serves as liaison between external vendors, healthcare providers, and wellness program leaders.
  • Leads the creation, implementation and administration of wellness incentive and reward programs.
  • Serves as a liaison between the County and outside companies, internal and external customers and agencies, and vendors related to wellness and benefits.
  • Prepares and communicates project updates, strategic summaries, and data analytics related to wellness programs, employee benefits, or related areas.
  • Conducts market research related to employee benefits ensuring the County maintains a competitive and economically advantageous benefits package.
  • Provide cost data, forecasting information, and additional information to support the annual budget process related to employee wellness funds.
  • Assists in the generation of 1095s, updating of annual benefit limits, and other areas of critical benefits compliance tasks.
  • Ensures compliance with federal, state, and local laws, regulations, standards, and best practices related to benefits and wellness programs.
  • Performs other, related duties as required or assigned.
Required Education And Experience
  • Bachelor’s degree in Human Resources, Public Health, Nursing, Health Administration, Fitness/Wellness, Nutrition, Public Administration, Organizational Development, Business Administration, or another related field
  • At least three (3) years of experience in a related field developing the necessary knowledge and skill to perform the duties of the position, with at least one (1) year of experience in training and development, one (1) year of experience in data analytics, and one (1) year of experience in program development and delivery.
  • An equivalent combination of experience and education requirements will be considered.
Special Requirements (upon Hire, Unless Otherwise Indicated)
  • Valid North Carolina Driver's License
  • Prior experience with self-funded insurance benefit design and administration experience preferred.
