Summary

Qcells America is currently seeking an Emergency Response Team (ERT) Supervisor to work at our Cartersville, GA facility. The ERT Supervisor leads the site emergency response organization and is accountable for the people, programs, equipment, and procedures that deliver 24/7 emergency response coverage for fire, hazardous material release, medical, rescue, weather, and security incidents. The role directly supervises ERT Leads and ERT Technicians — staffing, training, qualification, performance, and readiness — and owns the site emergency response program, including the Emergency Action Plan, fire brigade, HAZWOPER, respiratory protection, and rescue programs. The ERT Supervisor serves as Incident Commander or Incident Safety Officer during major events, leads after‑action reviews, and is the primary point of contact for the local fire department, mutual aid partners, and regulatory agencies on emergency response matters. The successful candidate will help build and mature the emergency response organization at a large, high‑hazard manufacturing campus.

Duties And Responsibilities
Team Leadership & Supervision
  • Supervise, schedule, and develop ERT Leads and ERT Technicians across rotating shifts to maintain 24/7 response coverage and minimum staffing levels.
  • Set performance expectations, conduct performance reviews and coaching, manage attendance and overtime, and support hiring, onboarding, and disciplinary actions in partnership with HR.
  • Establish and maintain the qualification path for ERT Technicians, including initial certification, annual refreshers, skills evaluations, and documentation of competency.
  • Build a strong response culture through daily briefings, shift turnover standards, mentoring, and consistent reinforcement of safe response practices.
  • Verify that every ERT member is medically cleared, fit‑tested, and physically qualified for assigned duties before being placed on the response roster.
Emergency Response Program Management
  • Own, develop, and maintain the site emergency response program and supporting documents, including the Emergency Action Plan, Fire Prevention Plan, emergency response plan, and incident‑specific response procedures.
  • Maintain the fire brigade organizational statement and program required by 29 CFR 1910.156, and manage compliance with HAZWOPER emergency response (29 CFR 1910.120(q)), permit‑required confined space and rescue (29 CFR 1910.146), and related standards.
  • Manage the respiratory protection program (29 CFR 1910.134), including the written program, medical evaluations, fit testing, SCBA maintenance and air quality, cartridge change‑out schedules, and program evaluation.
  • Plan, direct, and evaluate the annual drill and exercise schedule (table‑top, evacuation, live‑fire, rescue, and multi‑agency exercises) and close out findings.
  • Manage ERT equipment and apparatus lifecycle: specification, procurement, inspection, testing, maintenance, and replacement of SCBAs, turnout gear, detection equipment, extinguishers, response vehicles, and rescue equipment.
  • Develop and manage the ERT budget, including OPEX and CAPEX requests, contractor and vendor services, and training expenditures.
  • Evaluate site hazards — including high‑temperature and molten metal processes, hazardous gases, and bulk chemicals — and adapt response strategies, pre‑fire plans, and equipment accordingly.
Incident Command & Response
  • Serve as Incident Commander or Incident Safety Officer for significant incidents, applying the Incident Command System (ICS) to direct tactical operations, manage responder accountability, and make risk‑based offensive or defensive decisions.
  • Participate in an on‑call rotation and respond to off‑hours emergencies as required.
  • Lead or support incident investigations and root cause analysis; lead after‑action reviews and track corrective actions to closure.
  • Establish pre‑incident plans, joint training, and working relationships with the local fire department, EMS, law enforcement, mutual aid partners, and specialty response contractors.
Compliance, Reporting & Communication
  • Serve as the emergency response subject matter expert for OSHA and other regulatory inspections and audits: prepare documentation, host inspectors, respond to findings, and manage abatement plans.
  • Keep all required records — training and qualification, medical clearance and fit testing, equipment inspection and testing, drills, and incident reports — in an audit‑ready condition.
  • Track, analyze, and report ERT performance metrics (response times, alarm activations, equipment readiness, training completion, incident trends) to EHS and site leadership.
  • Prepare written procedures, program documents, reports, and presentations, and brief site leadership and corporate EHS.
  • Verify readiness of emergency communication systems, including the Public Address (PA) system and Mass Notification System (MNS), through periodic testing.
  • Partner with Operations, Facilities, Security, Occupational Health, and contractor management to close gaps identified through patrols, inspections, drills, and incidents.
Physical Requirements And Medical Fitness

The following are essential functions of this position and must be performed with or without reasonable accommodation. Assignment to the Emergency Response Team is contingent on meeting and continuing to meet these requirements.

  • Ability to lift, carry, and move up to 30 pounds (14 kg), including response equipment and a portable fire extinguisher of approximately 10 kg (22 lb).
  • Ability to move through the incident scene on foot, including stairs and ladders, to direct operations and monitor responder safety, and to reach any area of the campus without delay.
  • Ability to wear and work in a self‑contained breathing apparatus (SCBA, approximately 30 lb / 14 kg) together with chemical protective clothing (Levels A–C) for extended periods, and to don SCBA within the response time established by site emergency procedures. SCBA is required for response to chemical and hazardous material releases and for entry into IDLH, oxygen‑deficient, or unknown atmospheres, in accordance with 29 CFR 1910.120(q)(3)(iv); fire response duties are performed with the protective equipment appropriate to the assigned level of fire.
  • Must meet all conditions required for SCBA use: pass the medical evaluation required by 29 CFR 1910.134(e), pass fit testing at hire and annually thereafter under 29 CFR 1910.134(f), and maintain a clean‑shaven respirator sealing surface as required by 29 CFR 1910.134(g)(1)(i).
  • Ability to work in extreme temperatures, high‑noise, confined, elevated, and outdoor environments, and to tolerate the heat stress associated with encapsulating chemical protective clothing.
Required Qualifications
  • Minimum of 10 years of experience in firefighting or emergency response, including at least 3 years in an industrial setting or in a lead, officer, or supervisory capacity. Municipal fire service experience at the company officer level or above will be considered.
  • Experience operating an emergency response team or fire brigade — staffing, training, equipment readiness, and response procedures.
  • Experience supervising, scheduling, and developing emergency response personnel across shifts.
  • Working knowledge and practical application of the Incident Command System (ICS), including serving as Incident Commander or in a command staff role during actual incidents.
  • Experience responding to and managing industrial incidents, including fire, hazardous material release, medical, and rescue events.
  • Working knowledge of respiratory protection program requirements under 29 CFR 1910.134 — medical evaluation, fit testing, SCBA maintenance, and breathing air quality — with the ability to administer the program with support from the EHS team.
  • Experience participating in regulatory inspections or safety audits, with the ability to manage documentation, findings response, and corrective action tracking.
  • Strong technical writing skills: emergency procedures, program documents, investigation and incident reports, and management‑level summaries.
  • Proficiency in Microsoft Word, PowerPoint, and Excel for procedures, presentations, and performance tracking.
  • Ability to be medically cleared and fit‑tested for SCBA use and to meet the physical requirements and medical fitness criteria listed above.
  • Willingness and ability to support a 24/7 operation, including on‑call duty, off‑hours emergency callouts, and occasional shift coverage.
  • Valid driver’s license.
Preferred Qualifications
  • NFPA 1021 Fire Officer II or higher certification.
  • NFPA 1521 Incident Safety Officer certification.
  • Experience responding to incidents involving molten metal or other high‑temperature processes.
  • Direct ownership of a respiratory protection program, including program administration and evaluation.
  • Experience leading OSHA inspections or agency audits as the primary site contact.
  • Experience building an industrial emergency response program from the ground up, or in a start‑up or rapidly expanding manufacturing facility.
  • Bachelor’s degree in Fire Science, Emergency Management, Occupational Safety, Engineering, or a related field; equivalent experience will be considered in place of a degree.
  • NFPA 1081 Industrial Fire Brigade Leader, NFPA 1072 HazMat Technician or Incident Commander, or NFPA 1006 Technical Rescuer certification.
  • HAZWOPER 40‑hour with Incident Commander training, and ics 300/400.
