Job summary

Anderson County Government is seeking an Emergency Management Coordinator to support preparedness, response, and planning efforts. You will build CERT capabilities, develop Incident Action Plans, and maintain critical infrastructure knowledge while coordinating with local officials and first responders.

You will work extended hours during emergencies, manage records, and assist the EMA Director with research and administrative duties. Strong communication and organizational skills are essential.

Qualifications

• Education: High School Diploma or GED; preferred Bachelor's in a related field.
• Experience: 3 years in Emergency Management, Fire, EMS, or related field.
• Licensing: Valid Driver's License.
• Certifications: Hazardous Materials Technician certification (TEMA).
• FEMA Training: ICS courses listed (100, 200, 300, 400, 700, 800, G-191, G-2300).
• Programmatic: Experience with Training and Exercise Planning; familiarity with alerting systems.

PURPOSE OF CLASSIFICATION

Performs technical, operational, and administrative duties in support of the County's emergency management program, including emergency preparedness, response planning, equipment and facility readiness, critical infrastructure assessments, and Community Emergency Response Team (CERT) coordination. Monitors incident information maintains operational records and emergency plans and provides support during emergencies and disasters. Builds relationships with local officials, department heads, and first responders to support effective coordination and response efforts.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required or assigned.

• Maintain the department's facilities, equipment, and supplies through periodic readiness checks and inventories; document all findings and correct problems through established procedures.
• Safely operate the department's equipment and vehicles, including the towing of department trailers.
• Monitor the current situation of county incidents and their impacts on communities using provided information systems, and respond to inquiries or emergencies using approved checklists, plans, and guidance.
• Receive or produce operations-related information, then document and disseminate it using designated forms or systems in accordance with official records management guidance.
• Assist with training and exercise program requirements set forth by local, state, and federal regulatory agencies.

• Acquire and maintain up-to-date Emergency Action Plans (EAPs) for critical infrastructure facilities within Anderson County.
• Develop and maintain the Community Emergency Response Team (CERT) Program, conduct training, and coordinate the annual CERT exercise.
• Prepare Incident Action Plans (IAPs) for large-scale events or at the request of administration.
• Maintain a current inventory list of Critical Infrastructure.
• Provide subject matter expert knowledge during responses to Hazardous Materials incidents.
• Perform on-call duties and responsibilities during office closures.
• During times of emergency or disaster, work extended hours at the Emergency Operations Center (EOC) or other county facilities in support of essential operations.
• Assist the EMA Director with a wide variety of research, records maintenance, planning, and administrative duties.
• Maintain appropriate records, files, and progress reports on work accomplishments; ensure records are kept according to departmental guidelines, accepted recordkeeping practices, and legal requirements.

KNOWLEDGE, SKILLS & ABILITIES:

Knowledge:

• Comprehensive knowledge of the four phases of Comprehensive Emergency Management.
• Knowledge of the All-Hazards approach to Emergency Management.
• Knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).
• Knowledge of FEMA's National Planning System and the 6-step Planning Process.
• Knowledge of workplace safety principles, including hazard communication and personal protective equipment (PPE) requirements.
• Knowledge of records management concepts for both physical paper and electronic computer files.

Skills:

• Skill in the precise completion of checklists and recording activities in a written operational log.
• Proficiency in the operation of Microsoft Office suite, including Outlook, Word, and Excel.

Abilities:

• Ability to communicate effectively, both orally and in writing.
• Ability to research, analyze, and prepare clear summaries of findings.
• Ability to effectively perform assigned tasks in highly stressful situations.
• Ability to handle and maintain strictly confidential information.

MINIMUM QUALIFICATIONS

Minimum Requirements:

• Education: High School Diploma or GED equivalent.
• Experience: 3 years of experience in Emergency Management, Fire Services, EMS, Law Enforcement, or a closely related field.
• Licensing: Valid Driver's License.
• Certifications: Valid and current Hazardous Materials Technician certification through the Tennessee Emergency Management Agency (TEMA).
• FEMA Training: Completion of FEMA Incident Command System (ICS) courses: 100, 200, 300, 400, 700, 800, G-191, and G-2300.
• Programmatic Experience: Demonstrated experience in Training and Exercise Planning (e.g., HSEEP principles). Familiarity with WebEOC, Everbridge, IPAWS, or other alerting and incident management systems. Basic computer proficiency, including Microsoft Office and data entry systems

Preferred Qualifications:

• Education: A Bachelor's degree in Emergency Management, Public Safety, Planning, Communications, Homeland Security, or a related technical/science field.
• Experience 5+ years of experience in Emergency Management, Fire Services, EMS, Law Enforcement, or a closely related public safety field.
• Certifications: Valid and current Hazardous Materials Specialist certification through the Tennessee Emergency Management Agency (TEMA). FAA Part 107 Remote Pilot Certification
