Qualifications

• 3 years of experience in integrated eligibility (IE) or IES modernization systems, with hands-on work in EDBC or equivalent eligibility determination and benefit calculation.
• Demonstrable knowledge of public assistance eligibility policy and benefit calculation for Medicaid and/or SNAP: household composition, income determination, program hierarchy, and the sequence in which eligibility rules and policy execute.
• Strong working knowledge of eligibility rules engines (OPA, Corticon, Blaze, or similar) from a business and functional standpoint: able to read, validate, and functionally own the rules and their outcomes, rather than a purely development background.
• Background in large-scale HHS eligibility implementations or IES modernization programs (state Medicaid, SNAP, TANF, or similar).
• Demonstrated ability to translate federal and state eligibility policy into system rules and calculations.
• Experience with eligibility SIT/UAT, including test scenario design, traceability, and defect analysis.
• Familiarity with Oracle Policy Automation (OPA) experience specifically.
• Willingness to relocate to Des Moines and work onsite with the team long term.

Responsibilities

• Own the eligibility determination and benefit calculation logic for programs such as Medicaid and SNAP: how household composition, income, and program rules combine to produce an accurate determination.
• Map, validate, and document the sequence in which eligibility policy and rules execute, including order of operations, program hierarchy, and cross-program dependencies.
• Translate policy into clear, testable rules and calculations, and validate how those rules are expressed in the rules engine as the business owner, not the developer.
• Analyze eligibility discrepancies and trace benefit mismatches back through policy logic to root cause, then drive resolution.
• Drive fit/gap analysis, requirements refinement, and functional decision-making for eligibility logic.
• Partner with state stakeholders to confirm policy interpretation and validate system behavior against regulatory requirements.
• Design and maintain eligibility test scenarios covering standard determinations, edge cases, and program interactions.
• Support SIT/UAT for eligibility, ensuring end-to-end scenario coverage and defect triage for eligibility-related issues.
• Serve as the go-to SME and escalation point for eligibility logic questions across the team.
