Job summary

Defense Information Systems Agency (DISA) is seeking a senior professional to support DoD programs at the intersection of E3, EMC, and spectrum management. This role operates within the Cyber Excepted Service to advance mission-critical capabilities from DISA IE/IE33 and relates to DoD cyber operations from the Fort Meade area.

The ideal candidate will lead testing and analysis efforts across air traffic control, space, and data-link systems, coordinating with branches and external stakeholders

Qualifications

• Experience leading or executing test and analysis efforts for DoD systems related to E3/EMC/SM.
• Experience combining multiple subsystems (air traffic control, space, data links) into operational platforms.

Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA IE/IE33.

Duties

• Orchestrates technical support to DoD and other government program offices on issues relating to Electromagnetic Environmental Effects (E3), Electromagnetic Compatibility (EMC), and Spectrum Management (SM).
• Plans, conducts, and coordinates activities in the following areas: project planning and management, E3/EMC analysis and engineering, systems integration, test and evaluation, and spectrum management.
• Provides the support contractor with operational requirements, equipment deployments, and other required data relevant to the project.
• Tracks technology trends and DoD initiatives to provide the Branch Chief with capabilities improvements addressing project requirements and spectrum-dependent systems.
• Identifies issues requiring action by leadership and keeps Branch Chief apprised of activities involving interaction with external organizations.
• Makes recommendations for DISA support as appropriate.

• This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
• This is a drug testing designated position.
• This position has been designated as Mission Essential.

Qualifying Experience

To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience leading or executing test and analysis efforts for DoW systems related to Electromagnetic Environmental Effects (E3), Electromagnetic Compatibility (EMC), and Spectrum Management (SM); combining multiple subsystems (air traffic control systems, space systems, data links) into operational platforms; signal processing, combat identification systems, navigation systems, avionics, radars, antenna systems, missile systems, guided munitions, air defense systems, electronic warfare, electronic or signals intelligence, and test range instrumentation, or scientific instrumentation; representing the government in writing procurement policy for electronics.
