Job summary

GoldenWolf seeks an experienced Electrical Quality Assurance Engineer to support repair, renovation, and modernization projects at Walter Reed National Military Medical Center. This onsite position covers electrical QA, field inspections, and technical reviews for life safety and power distribution systems.

Requirements include licensure as a PE or Master Electrician and 10 years in electrical construction.

Qualifications

• Licensed PE or Master Electrician with appropriate credentials.
• Minimum 10 years in electrical construction, renovation or modernization.
• Experience with electrical distribution systems and facility infrastructure.
• Familiarity with USACE Three-Phase Inspection Process and EM 385-1-1.

Responsibilities

• Review electrical submittals, shop drawings, data, and contractor docs.
• Evaluate contractor compliance with drawings, specs and federal requirements.
• Perform daily inspections of electrical construction activities and monitor QC programs.
• Maintain field documentation, inspection reports and RMS entries.
• Identify and report life-safety or mission-critical concerns promptly.
• Attend meetings with government personnel, engineers and contractors.

Position Summary

Status: COA, contingent on award of the contract

GoldenWolf is seeking an experienced Electrical Quality Assurance Engineer - Federal Construction to support repair, renovation, and modernization projects at Walter Reed National Military Medical Center (WRNMMC).

This position provides onsite construction quality management, electrical quality assurance, contractor oversight, field inspections, technical reviews, and project documentation support for active healthcare facility construction projects involving normal power, emergency power, life safety systems, electrical distribution infrastructure, and facility modernization initiatives.

Key Responsibilities

Electrical Quality Assurance & Technical Review

• Review electrical submittals, shop drawings, technical data, and contractor documentation.
• Evaluate contractor compliance with contract drawings, specifications, and federal requirements.
• Review RFIs, RFCs, schedules, deficiency reports, and corrective action plans.
• Provide technical recommendations to the Contracting Officer's Representative (COR).
• Verify constructability, phasing, life safety, and quality control compliance.

Construction Inspection & Field Oversight

• Conduct daily inspections of electrical construction activities.
• Monitor contractor quality control programs and testing activities.
• Verify compliance with EM 385-1-1, OSHA standards, and contract requirements.
• Document field observations and prepare inspection reports within RMS.
• Immediately identify and report mission-critical or life safety concerns.

Project Coordination

• Attend project meetings with government personnel, engineers, architects, and contractors.
• Review change orders and contractor cost proposals.
• Support punch-list development and project closeout.
• Review as-built drawings, O&M manuals, and warranty documentation.

Documentation & Compliance

• Maintain daily and weekly QA reporting through USACE RMS.
• Document inspections with detailed narratives and photographs.
• Support federal construction compliance efforts.
• Assist government personnel with technical evaluations and recommendations.

Required Qualifications

• Licensed Professional Electrical Engineer (PE) OR Licensed Master Electrical Contractor.
• Minimum 10 years of electrical construction, renovation, or modernization experience.
• Experience with electrical distribution systems, power systems, or facility infrastructure.
• Experience utilizing the USACE Three-Phase Inspection Process.
• Familiarity with USACE EM 385-1-1 requirements.
• Ability to obtain CAC credentials and federal background clearance.
• Ability to work on active construction sites and healthcare campuses.

• Electrical QA/QC experience.
• USACE RMS experience.
• Experience with emergency power systems and mission-critical electrical infrastructure.
