INEOS Olefins & Polymers USA is seeking an Electrical Reliability EDS Testing Specialist for the Battleground Manufacturing Complex in La Porte, TX. The role focuses on testing, preventive maintenance, diagnostics, and repair of medium- and low-voltage electrical distribution systems.

Candidate will analyze data, generate reports, and coordinate with E/I Reliability and contractors. Requires 2+ years HV experience, NEC/NFPA70E training, and compliance with safety programs.

Qualifications

• 2+ years in testing and preventive maintenance of HV substations and distribution systems.
• Formal training in NEC and NFPA 70E; NETA certification is a plus.
• Ability to work OT and support nights/weekends for emergencies.

Responsibilities

• Perform PM and testing on distribution systems from 12.47 kV down to 480 V MCC breakers.
• Analyze test data and recommend corrective actions with E/I Reliability Team.
• Generate detailed technical reports of findings and actions taken.
• Coordinate with electrical maintenance and outside contractors.
• Assist with Scopes-of-Work, JSA's, and job walk-throughs for small capital projects.
• Obtain safe work permits and QA/QC oversight of contractor work.
• Execute HV switching and isolation plans as required.
• Ensure compliance with NFPA 70E and company safety policies.

Organizational context and job purpose

Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson (Carson, CA), with a corporate office in League City, TX. The 300-acre INEOS Battleground Manufacturing Complex (BMC) was originally built in 1956 and is located on the Houston ship channel east of Houston, Texas. Currently, BMC produces both high-density polyethylene and polypropylene. The polypropylene line has a capacity of approximately 320 million pounds per year, and the seven polyethylene lines have a combined capacity of approximately 3 billion pounds per year. The BMC site has a state-of-the-art technical center which integrates research and development, technical services and quality assurance.

Responsibilities AND Accountabilities

The Electrical Reliability EDS Technician is a key member of the Electrical Reliability Team at the Battleground Manufacturing Complex. This position is responsible for executing electrical testing, preventive and predictive maintenance, diagnostics, troubleshooting, and repair activities on medium- and low-voltage electrical distribution systems. Working in support of the E/I Reliability Department, the technician plays a critical role in maintaining the safety, reliability, and availability of electrical assets and infrastructure throughout the facility.

• Make safety a top priority and uphold the 20 safety principles, Life Saving Rules, and plant procedures and policies at all times. Support the company’s visions and values. Act as a leader within the Electrical Reliability & Maintenance group towards the Electrical Safety Program & NFPA 70E at BMC.


• Perform preventive and predictive maintenance (PM) on electrical distribution systems (12.47kV down to 480V Motor Control Centers main breakers) including creating custom tests, utilizing special test equipment, following established procedures, manufacturer’s recommendations, and recognized industry standards on the following types of equipment: Electro/Mechanical and Microprocessor Protective Relays Switchgear Circuit Breakers Distribution Transformers Oil and SF6 Switches Current and Potential Transformers Power Cables Grounding Systems Station Batteries and Chargers.


• In-depth knowledge in the testing and PM’s of electrical substations (138kV and 69kV).


• In-depth knowledge in the operation, programming, and safe execution of the following (but not limited to) test equipment: Omicron CMC 356 relay test set, Omicron CPC 100 / CP TD1 test set, HV Diagnostics, Tan-delta/VLF cable test set, Insulation resistance test set, AC High Pot, DLRO, Hand-held multimeters and current clamp on meters, Alber battery resistance meter.


• Analyze test data, recommend corrective actions, and develop appropriate response by coordinating with E/I Reliability Team, E/I Maintenance, and/or outside contractors.


• Generate detailed technical reports, problems found, and corrective action taken or recommended and coordinating with the Electrical Reliability Group.


• Participating in cross-functional teams to identify and solve ongoing reliability problems to increase plant availability.


• Communicate effectively with the team on a regular basis regarding status and scheduling.


• Assist Electrical Reliability Engineering in the creation of Scopes-of-Work, JSA’s, & coordinate job walk-throughs with specialty contractors. This may include the following: Scoping, estimating and executing small capital projects and plant alterations, Participating in contractor selection and management of contractor execution/performance.


• Perform job responsibility in obtaining safe work permits, reviewing JSA’s, LOTO for contractors as a “job rep,” & perform QA/QC oversight of contractors.


• Perform all duties as a qualified electrical worker according to NFPA 70E – one that has demonstrated skills and knowledge related to the construction and operation of electrical equipment and installations and has received safety training to identify and avoid the hazards involved.


• Assist Electrical Reliability Engineering in the creation of switching orders; plan and execute high voltage and distribution system switching and isolation.


• Provide technical expertise in the troubleshooting of 480V/5kV motors/motor control circuits & motor protection relay programming/interrogation.


• Technical liaison to the maintenance & operations groups.


• Provide input on selection of equipment, review, and approval of specifications to support capital projects.


• Identify appropriate spare parts for equipment.


• Other duties as required.

Skills & Knowledge Required Education/Experience

High School Diploma or equivalency. Associates Degree in Electrical or Electronics Technology or equivalent experience in the high voltage industry. The last 2+ years’ experience must be in testing and preventative maintenance of high voltage substations and electrical distribution systems. Formal training in latest edition of NEC, NFPA 70E. NETA Certified Technician is a plus.

Skills/Competencies

Plant level experience and understanding of one-line diagrams, motor and breaker control schematics, P&IDs, instrumentation loop drawings, and logic controller terminology, and Industry Standards (NFPA, NEC, ISA, IEC, API, ANSI, IEEE, etc.). Ability to work overtime. No travel required. Work schedule is Monday –Thursday 4/10’s 6:45 am - 5:15 pm. No formal call-out schedule but must be available for nights and weekends for emergency testing and/or repair. Excellent mathematical skills required. Experience working with multiple engineering disciplines, as well as contractors. Must be a self-starter and capable of working on an individual basis and in a team environment. Strong organizational skills and ability to prioritize work and deliver quality results on time. Demonstrated oral and written communication skills required.

Physical Requirements

Must be able to work in a variety of environments that include both fieldwork and deskwork. Minimum requirements include: Maintaining constant awareness of personal safety and the safety of all other personnel. This includes knowledge of unit operation, procedures, and rules. Being able to work in a safety sensitive environment that includes large rotating equipment and hazardous chemicals. The manufacturing facility is located outside in the Houston ship channel area. As such, the technician must be able to withstand both high temperatures and high humidity while wearing the appropriate personal protective equipment. Must be comfortable working in a loud or dusty environment that could include exposure to fumes / odors or vibration from surrounding equipment. Being able to ascend and descend a barrel ladder with continuous vertical length of up to 35 feet. Being able to climb and descend stairs up to a total structure height of 150 feet. Being physically able to wear and navigate through the unit with a respirator if needed. Being able to pick up a 50 lb. object such as a fire extinguisher. Being able to work at a desk and operate routine items such as a computer and calculator.
