Job summary

BD is seeking an EHS Sr. Manager in El Paso, TX to oversee the compliance of all Environmental, Health, and Safety programs including sterilization units. The successful candidate will drive organizational goals, lead program implementation, and ensure compliance with regulations.

Responsibilities include managing EHS initiatives, developing safety and wellness programs, and assessing compliance with local, state, and federal regulations. Ideal candidates hold a relevant Bachelor’s degree and possess extensive experience in manufacturing.

Qualifications

  • Bachelor's degree in a relevant field required, preferably with certifications.
  • Minimum of 3 years leading EHS in manufacturing, with 10 years in total manufacturing experience.
  • Experience in Medical Device, Chemical, or Pharmaceutical industries preferred.

Job Description

The EHS Sr. Manager is responsible for managing and ensuring compliance of all Environmental, Health, and Safety programs at the El Paso site, including the sterilization unit, in alignment with BD standards and local, state, and federal regulations.

This role develops and implements policies and procedures that support employee health, safety, and corporate objectives, while overseeing wellness programs. The position serves as the site’s Subject Matter Expert in environmental compliance, safety regulations, and EHS best practices, with a strong focus on environmental permitting within a manufacturing environment. The EHS Site Leader collaborates with internal and external stakeholders and drives cross‑functional efforts to strengthen EHS performance, cultivate a culture of safety, and ensure continuous improvement aligned with BD organizational goals.

Responsibilities
  • Provide effective leadership for associate, health and wellness.
  • Coordinate day‑to‑day implementation of industrial health, ergonomic and wellness programs.
  • Determine EHS site goals and necessary programs with site area leaders and managers.
  • Effectively influence them to be strong EHS leaders within their areas of responsibility.
  • Review EHS policies, programs, and metrics to meet the goals and objectives of the business and fully integrate into the plant management system.
  • Prepare, implement, and operate the site EHS management system and programs.
  • Have excellent interpersonal and communication skills.
  • Communicate risks, issues, ideas, plans, and proposals to all levels of the organization and influence others without direct authority.
  • Keep abreast of federal, state, local laws (OSHA, DOT, EPA, FMLA, ADA, etc.) and company policies to ensure compliance.
  • Initiate changes to practices and procedures to support compliance and ensure necessary permits and licenses in place.
  • Ensure effective occupational safety and health programs with external support.
  • Ensure employment‑related medical screenings and procedures are effective and compliant.
  • Handle PHI in communicating with medical providers.
  • Ensure safety for associates in facility relating to weather, environmental, machine safety, or ergonomics.
  • Ensure compliance with local, state, federal regulations regarding environmental discharges.
  • Ensure compliance with waste shipment regulations.
  • Train associates as necessary.
  • Provide oversight and direction for day‑to‑day compliance with applicable air, hazardous waste, wastewater, and storm water permits and regulations.
  • Interpret environmental laws and permit requirements, stay abreast of regulatory changes, and analyze options for compliance.
  • Ensure all work performed complies with all environmental and hazardous waste procedures, plans, policies, and requirements.
  • Manage site EH&S associates.
  • Conduct jobsite assessments focusing on unsafe conditions and work behaviors; ensure corrective action.
  • Lead OSHA, EPA, NDEQ inspections and investigations.
  • Maintain records and permits of hazardous, biohazardous materials, and waste in compliance with regulations.
  • Lead Emergency Response Team in case of Safety, Health, Environmental hazards.
  • Lead Environmental, Health, and Safety improvement plan.
  • Other duties as required to support the needs of the business.
Education
  • Bachelor of Science degree in Chemical, Electrical, or Mechanical Engineering (strongly preferred), or Bachelor of Science in Environmental, Health, and Safety, Nursing or a related field.
  • Functional Safety Certifications, Certified Safety Specialist, Certified Industrial Hygienist, Six Sigma Green, or Black Belt, preferred.
Experience
  • Minimum of 3 years of relevant experience leading EHS in a manufacturing operation.
  • Minimum of 10 years of experience in a manufacturing environment.
  • Experience in Medical Device, Chemical, or Pharmaceutical manufacturing preferred.
  • Experience with OSHA PSM preferred.
  • Experience managing a team in a cross‑functional environment preferred.
  • Knowledge and experience in ISO14001, ISO45001, and ISO50001 compliance preferred; auditor certifications a plus.
