JOB SUMMARY: Supervises staff and provides direct support services to assigned sites. Provides expertise in and oversight of assigned services and related tasks for the Early Head Start (EHS) program serving children birth to 5 years of age. Ensures systems are designed, implemented, and monitored to assure compliance with all Head Start Program Performance Standards and other applicable federal and state regulations.

This position may be based remotely, within Alaska, and is 43 weeks per year with an eight-week break in June and July. Salary depends on location.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

  1. Oversee the implementation of all applicable federal and state regulations, Head Start Program Performance Standards, and agency and Early Childhood Education Division policies and procedures.
  2. Directly supervises assigned staff, including hiring, orientation, performance evaluations, employment actions, and terminations in collaboration with the EHS Program Manager.
  3. Collaborate with Regional and Service Managers to ensure the content area Leads provide high-quality, culturally responsive Head Start services to children and families.
  4. Manages all aspects of hiring, onboarding paperwork, payroll, and leave processes, ensuring compliance with policies and procedures.
  5. Provides support to assigned content Leads and sites.
  6. Assists with fiscal accountability, including budget preparation and management.
  7. Assists with writing, revising, and implementing policies, procedures, and the Integrated Work Plan to ensure quality service delivery and compliance with Head Start Performance Standards and relevant regulations.
  8. Motivates staff through role modeling, mentoring, coaching, team-building, and professional development opportunities.
  9. Regularly updates the EHS Program Manager on the status of EHS services and submits required reports, Early Head Start outcomes, and federal/state reports.
  10. Adheres to RurAL CAP Personnel Policies & Procedures, including Child Abuse & Neglect, Standards of Conduct, Confidentiality, and Alcohol and Drug-Free Workplace policies.
  11. Actively participates in EHS core team meetings, staff and supervisory meetings, and required training.

SUPERVISORY RESPONSIBILITIES:

  1. Supervise assigned staff to ensure adherence to quality standards, deadlines, and procedures, addressing errors or issues as they arise.
  2. Communicates work procedures and policies to provide staff with guidance in handling complex issues and resolving disputes.
  3. Fosters a culture of trust, respect, and teamwork, encouraging collaboration to accomplish goals.
  4. Motivates, develops, and directs employees, ensuring the best fit for each role.
  5. Identifies and addresses job performance issues, working with employees to resolve concerns.
  6. Evaluates staff performance and compliance with regulations, recommending appropriate personnel actions.
  7. Manage recruitment, interviewing, and selection for assigned positions.

  1. Develops and maintains collaborative relationships with organizations, agencies, and families to support Early Childhood Education Division program goals.
  2. Instructs, coaches, and mentors others to enhance their knowledge, skills, and abilities.
  3. Manages administrative tasks, including maintaining files, processing paperwork, and effectively using computer systems for data entry, document creation, and training materials.
  4. Assesses compliance with program standards, laws, and regulations using relevant information and judgment.
  5. Represents the organization professionally through written and verbal communication with supervisors, co-workers, site staff, and external stakeholders.
  6. Performs other duties as assigned.

PHYSICAL DEMANDS:

  1. Regularly required to grasp, type, see, talk, hear, and lift/carry up to 40 pounds using proper lifting techniques. The role may involve climbing, lifting, balancing, walking, stooping, bending, and handling materials.
  2. Occasionally performs sedentary tasks that require extended sitting and repetitive use of hands, wrists, and arms.
  3. Must be in good health, free from serious physical or mental health conditions, substance abuse issues, or communicable diseases.

POSITION TYPE/EXPECTED HOURS OF WORK:

  • This is a full-time position. Work hours are Monday through Friday, 8:00 AM to 5:00 PM, though hours may vary by location.
  • Occasional evening and weekend work may be required based on job duties.

TRAVEL:

  • Primarily local travel during the business day.
  • Frequent travel to rural Alaskan communities via small planes and alternate ground transportation.

EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:

  1. Must be at least 18 years old.
  2. Must pass state and federal background checks, including fingerprinting.
  3. Bachelor’s degree in Early Childhood Education, Human Services, or a related field, plus three (3) years of administrative and supervisory experience, OR ten (10) years of equivalent experience in a qualifying field.
  4. Proven ability to supervise two or more employees, including training, team building, and performance evaluation.
  5. Demonstrated ability to interpret and implement company policies, procedures, and service standards.
  6. Knowledge of business and management principles, leadership techniques, and resource coordination.
  7. Strong command of the English language, including grammar, spelling, and composition.
  8. Reliable work ethic and attendance.
  9. Commitment to ongoing professional development, including formal training or certifications as recommended.
  10. Must complete 15 hours of professional development training annually.
  11. Ability to work independently while also collaborating effectively as a team member.
  12. Intermediate proficiency in Microsoft Word, Excel, PowerPoint, Publisher, and Outlook, with the ability to create documents, reports, spreadsheets, presentations, and enter data into complex databases.
  13. Strict adherence to confidentiality standards in compliance with HIPAA and 42 CFR Part II regulations.
  14. Must provide a TB screening and basic physical exam within 30 days of hire, with follow-ups every three (3) years at the employee’s expense.
  15. Must have reliable transportation to meet work schedule requirements.

PREFERRED EDUCATION AND EXPERIENCE:

  1. Extensive knowledge of social, cultural, and economic conditions in rural Alaska.
  2. Experience with Early Head Start/Head Start programs.
  3. Familiarity with rural Alaskan lifestyles and ability to work in multi-ethnic environments.
