Job summary

Ox Specialty Paper is seeking an EHS Manager in Carthage, NY to lead the site’s environmental, health, and safety programs on a 24/7 manufacturing floor. You will drive compliance with OSHA and environmental regulations while building a proactive safety culture across all levels of the mill.

You will collaborate with operations, manage incident investigations, mentor staff, and ensure timely training and reporting.

Qualifications

  • OSHA-30 certification (General Industry or Construction) required.

Job Title: Environmental, Health, & Safety (EHS) Manager Job Description

Reports To: General Manager

Work Hours: 7:00 am-4:00 pm - generally days but can vary depending on the needs of the mill. Also serves as an on-call manager for safety-related incidents.

Salary: $65,000-$85,000 per year based on experience (FLSA Exempt Position)

Job Summary

The Environmental, Health, and Safety (EHS) Manager is responsible for leading, developing, implementing, and continuously improving the site’s environmental, health, and safety programs. This position serves as a key resource to mill leadership, supervisors, and employees, ensuring compliance with applicable OSHA, environmental, and other regulatory requirements while promoting a proactive safety culture throughout the operation.

The EHS Manager will work closely with all levels of the organization to identify hazards, assess risk, investigate incidents, implement corrective actions, provide training and coaching, and develop practical solutions that support both employee safety and operational excellence. The successful candidate will be comfortable working in a fast-paced, 24/7 manufacturing environment and will have the leadership presence to engage employees, challenge unsafe practices, and partner with operations to continuously improve safety performance.

This isn’t a desk job! You’ll spend significant time on the mill floor—observing operations, identifying opportunities, talking with employees, coaching leaders, investigating issues, and solving problems in real time. The EHS Manager will be a visible and approachable presence throughout the facility and will play a critical role in making sure every employee goes home safely at the end of their shift.


This is an opportunity for an EHS professional who wants to be more than a compliance administrator. We are looking for someone who can build relationships, influence behavior, strengthen safety systems, and make a measurable impact on the people and operations of the mill.

Key Responsibilities

Responsibilities include, but are not limited to, the following:

  • Collaborate with operations team leaders to bring EHS expertise to operational discussions
  • Identify safety or environmental improvements and drive cultural/relationship improvements
  • Accountable for accurate and on-time root cause investigation process for all safety incidents and accidents, including but not limited to: first aid, near misses, lost time/recordable injuries, and property damage
  • Incident Investigation Form
  • Root Cause Investigation Form
  • Safety Notification PowerPoints
  • Follow written Investigation SOP
  • Track and follow through with all root cause investigation findings/corrective actions
  • Co-Chair the on-site Joint Safety & Health Committee, which includes pre-meeting sessions with Co-Chair, provide meeting direction, direct audits, handle documentation, improve skill sets of committee members, and promote a positive and progressive environment
  • Responsible for collecting and maintaining all classroom safety training documentation, toolbox/safety quick learn documentation, and Safety Notification documentation
  • Actively managing the safety on-board portion of the New Hire Orientation program
  • Ensure all employees are up to date on all required training
  • Assure the mill’s annual safety training calendar is designed and followed through with, to ensure regulatory and corporate compliance
  • Maintain all safety metrics tracking
  • Ensure any Safety Action Plan tasks assigned to this position are completed
  • Responsible for all environmental compliance programs including, but not limited to:
  • Water Withdraw
  • TRI/Form R
  • Tier II
  • Radioactive License/Permit
  • SPDES Multi-Sector Permit
  • Air Permitting
  • POTW Industrial User Permit
  • SPCC
  • Bulk Storage Certifications
  • Hazardous and Universal Waste Profiling and disposal documentation
  • Understand mill’s environmental compliance requirements and ensure all regulatory deadlines and reporting is met
  • Maintain proper environmental and safety documentation to include hard copy filing and electronic filing
  • Draft professional communications to regulatory agencies
  • Actively mentor and coach staff members and hourly team members on EHS requirements and culture
  • Assist in developing staffs’ skills in promoting safety and culture of caring; This would include assistance in conducting effective daily safety talks, investigating incidents, performing JHA’s, and recommending procedural changes
  • Ensure mill is working towards and adhering to Corporate Safety compliance and regulatory compliance
  • Lead by example, maintain integrity, and honesty with company and hourly employees

Requirements

  • Must be a high school graduate or posses a GED
  • Bachelor’s degree in Safety, Environmental Health, or other related degrees are not required, but is strongly preferred
  • Must possess OSHA-30 certification (General Industry or Construction)
  • Minimum of two (2) years of experience in the environmental, health, or safety fields is strongly preferred
  • Proven experience leading a team in an industrial environment
  • Must demonstrate technical capacity, thoroughness, and good time management skills
  • Effective communication skills both written and verbal is required
  • Excellent computer skills to include Adobe, Word, Excel, PowerPoint, and Outlook is required
