Position Title:Education Specialist, Enterprise Project Specialist

Reports To:Education Associate, Enterprise Project Manager

Description of Position:The Education Specialist, Enterprise Project Specialist is responsible for managing technology and data projects for the Department and is key in Delaware’s educational information system and policy development. This position is responsible for overseeing project resources, establishing, and meeting project milestone deadlines, and executing project implementation. In addition, this position is responsible for communicating change management with the Department and appropriate stakeholders.

Major Responsibilities:
  • Coordinating project delivery teams through effective planning, partnering, expectation management and collaboration with internal management, team members, and project stakeholders.
  • Effectively managing expectations, negotiating conflicts, and balancing multiple priorities between competing individuals, groups, and project objectives.
  • Implementing quality and methodical process/change management efforts within the Department focusing on industry standard portfolio management and delivery strategies.
  • Developing and implementing appropriate process improvements and technical documentation to meet LEA needs.
  • Actively researching and recommending industry trends, best practices, and innovative methodologies that support departmental and work group systems.
  • Assisting the Project Manager in managing the Department’s business case process.

Essential Qualifications:

Education:
  • Option 1: Bachelor’s degree in the areas of accounting, business, finance, mathematics, statistics, engineering, technology, computer science, English, communications, social sciences, or related field.
  • Option 2: Associate degree in the areas of accounting, business, finance, mathematics, statics, engineering, technology, computer science, data science or related field and at least 4 years’ experience.
  • Option 3: At least 8 years’ experience in one of more of the following areas: accounting, business, finance, mathematics, customer engagement services, project management, technology services or related field required.

Experience:
  • Demonstrated knowledge and proficiency in managing projects from adoption to implementation
  • Proven experience of delivering smooth, predictable, and timely deployment of technology and data solutions
  • Experience with Microsoft Project, Visio, or Jira or similar project management software
  • Demonstrated competency in managing multiple large-scale technology projects.
  • Extensive knowledge of Microsoft Office: Word, Excel, PowerPoint, and Teams

Skills:
  • Must have excellent oral and written communication skills.
  • Must be proficient in performing responsibilities with minimal supervision.
  • Must be skilled in setting priorities, working under pressure, and working in collaboration with others.
  • Must be able to proactively solve problems with professionalism.
  • Must possess excellent interpersonal skills and the ability to deal with staff in a tactful, congenial, and personal manner.
  • Must understand the Department’s organizational aims and objectives.
  • Must be experienced in exercising discretion and confidentiality in all professional duties.
  • Project management skills resulting in executable project plans with reasonable goals and time frames.
  • Ability to disseminate information on both a technical and general operational level.

Salary:
Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
