Qualifications

  • Knowledge of Federal, State, and local laws, codes and regulations including funding formulas, revenue sources, and general purpose.
  • FPPC lobbyist ethics and the legislature's lobbyist code of conduct.
  • Current and pending legislation and court decisions relating to the rights and obligations of Association members, leaders and staff.
  • Principles and procedures of the legislative process including committee structure, roles and procedures.
  • Principles, procedures and techniques of legislative advocacy.
  • Theories, principles, and practices of collective bargaining and dispute resolution.
  • Current and historical trends in the administration of public education.
  • School district budgeting principles.
  • History, mission, functions, and goals of the Association and the American Labor Movement.
  • Principles and techniques of research and investigation.
  • English usage, style, vocabulary and syntax.
  • Political organizing and campaigning.

Responsibilities

  • Develop legislative posture on bills; review bills; recommend or reject for membership approval; provide testimony at hearings.
  • Analyze state education budgets; identify budget issues affecting classified employees.
  • Research, analyze, draft and lobby for Association-sponsored legislation.
  • Participate in campaigns and grassroots programs as directed.
  • Meet with committees, Senators, Assembly members, staff and Governor's office to build support or opposition.
  • Negotiate with diverse groups to reach compromises.
  • Attend press conferences, media events, rallies and related events as directed.
  • Represent the Association on boards, committees, taskforces, and related groups.
  • Stay current with legislative trends and FPPC regulations affecting schools and staff.
  • Assist in planning and conducting staff training and in development of communications.
