Job summary

Strategic Insight, Ltd. in Arlington, VA seeks an Economic Business Analyst (Mid) to manage foreign investment transactions from intake to recommendation. You will perform due diligence, craft risk assessments, and coordinate with DON offices and the FCC review process.

Qualifications

• Experience with DoD or DON programs including FIR, CFIUS support, outbound investment, and non-notify reviews.
• Ability to speak and write at an executive level.
• Top Secret-level clearance eligibility required.

Responsibilities

• Conducts in-depth due diligence on foreign entities for statutorily mandated transactions.
• Authors the Program Impact Assessment identifying affected DON programs.
• Prepares Preliminary Risk Assessments for Program Offices.
• Presents findings to senior audiences and the interagency.
• Serves as SME on DoW Team Telecom FCC review process.
• Analyzes FCC license transfers for national security impact.
• Identifies vulnerabilities in networks, supply chains, and data security.
• Prepares risk analyses and mitigation strategies for inter-agency review.
• Interfaces with DON Program Offices and coordinates meetings with managers/engineers.
• Manages end-to-end case workflow and timely inquiries.
• Addresses regulatory gaps with non-traditional risk analysis.
